Iraq forces arrest top
al-Qaida lieutenant
BAGHDAD, Iraq — An al-Qaida
lieutenant in custody in Iraq has
confessed to masterminding most of
the car bombings in Baghdad,
including the bloody 2003 assault
on the U.N. headquarters in the
capital, authorities said Monday.
Sami Mohammed Ali Said al-Jaaf,
also known as Abu Omar al-Kurdi,
“confessed to building approximate
ly 75 percent of the car bombs used
in attacks in Baghdad” since the
Iraq war began, according to the
interim Iraqi prime minister’s
spokesman, Thaer al-Naqib.
Bush to seek $80 billion
for Iraq, Afghan wars
WASHINGTON, D.C. — The Bush
administration plans to announce
Tuesday it will request about $80 bil
lion more for this year’s costs of fight
ing wars in Iraq and Afghanistan, con
gressional aides said Monday. The
request would push the total provided
so far for those wars and for U.S. ef
forts against terrorism elsewhere in the
world to more than $280 billion since
the first money was provided shortly
after the Sept. 11,2001, airliner attacks
on New York’s World Tlade Center and
the Pentagon.
Lawmaker's campaign
report investigated
SALEM — State election officials
are investigating possible violations
of campaign finance reporting laws
by the co-chairman of the Oregon
Legislature’s budget-writing panel.
The inquiry centers on whether
state Rep. Dan Doyle, R-Salem, di
verted re-election campaign money
to personal use, said Anne Martens,
spokeswoman for Secretary of State
Bill Bradbury.
It does appear Doyle violated an
other part of the law by the late fil
ing of an amended campaign fi
nance report, Martens said,
although no financial penalty will
be immediately imposed.
Doyle, who is co-chairman of the
powerful Joint Ways and Means
Committee, characterized the prob
lems as technical in nature and said
he did not put campaign money to
personal use.
“There was no malicious intent
here,” he said. “I made some mis
takes and I got them corrected when
I found out about them.”
The secretary of state began its
inquiry after receiving complaints
last Friday from two Salem residents
about possible problems in reports
filed in October by Doyle’s re-elec
tion campaign.
