To students:
I want to encourage you to have fun and enjoy opportunities to socialize on
Halloween, but with a word of caution. I am concerned that some students may find
themselves in a situation they later regret, and that has lasting consequences. Thus,
I’m writing to ask you to be safe on Halloween weekend and at other times when you
are having fun.
Nearly everyone seems to agree that a common denominator in the riot this
September was alcohol use. Another factor may have been a lack of understanding of
the expectation of Eugene Police Officers. When Eugene Police Officers encounter an
unruly crowd, they usually give several warnings to clear the area. In some cases,
people have reported that since they were not destroying property or contributing to
the riot, they assumed that their presence at the scene was not dangerous or
troublesome to police. This is an incorrect assumption. When police officers order an
area cleared, they are requiring everyone to disperse and leave the area immediately
(even those who consider themselves innocent bystanders).
It appears that some who were arrested after the September riot, were not the people
responsible for creating the greatest damage, and in some cases may'have simply
been trying to get home. It also appears that more arrests are yet to come and that in
some cases, these arrests may involve felony charges with steep fines and perhaps
incarceration, It is possible that the events of September 27-26 will have a lifelong
negative impact on some of those involved. While it seems likely that none of those
involved started out the evening with the intention of facing felony charges, some
will in fact be charged with felonies.
There will be university and student sponsored events taking place on campus on
Halloween weekend. These are intended to provide opportunities for safe fun. I
encourage you to participate in these alcohol-free, campus events. Posters listing the
events for Halloween weekend will be posted.
Please be safe and enjoying yourself will only lead to nice memories, and not
negative consequences.
