Ballot Measure#!
Shall ASUO Constitution be changed to include the following
language?
6.15.1
Measure reads:
For the 2003-2004 budget, the ASUO Programs will receive
a one-time exemption to the 7% limitation to allow for the
inclusion of programs and services that were previously
funded via ballot measure. For the 2003-2004 budget, the
ASUO will be limited to 25%
Statement:
The "Clark Document" is a written instrument through
which the President of the University delegates budgeting
responsibility to the ASUO. Under the Clark Document as
amended on May 24,2002, "allocations of incidental fees
must regularly cover full funding of all ASUO and EMU
building and equipment reserves... (Clark Document Sec
tion G)." Currently, multiple ASUO programs have reserve
funds that are not fully funded. In order to comply with the
Clark Document, the ASUO must fully fund these reserve
funds. For the 2003 - 2004 budget, the Programs Finance
Committee cannot fully fund these reserves within the lim
its of a 7% budget increase. If passed, this measure will raise
the Programs Finance Committee budget increase limit to
25%. This one-time exemption will allow continued fund
ing of ASUO programs and services at the current level.
Ballot Measure #2
Shall ASUO Constitution be changed to include the following
language?
6.15.2
Measure reads:
For the 2003-2004 budget, the Athletic Department Fi
nance Committee will receive a one-time exemption to the
7% budget increase limitation to allow for the inclusion of
two pre-school football games. For the 2003 - 2004 budget,
the Athletic Department Finance Committee budget in
crease will be limited to 9.5%.
Statement:
Students currently pay $4.50 per seat per pre-school foot
ball game through incidental fees. A "pre-school" game is
any game that occurs before the beginning of the under
graduate academic year. Historically pre-school tickets have
been funded out of the McArthur Court fund and/or sur
plus. This year, 2002 - 2003, both the McArthur Court fund
and surplus are too low to pay for pre-school football tick
ets. Due to this shortage of funds, neither the McArthur
Court fund nor surplus can be used to buy pre-school
games for the 2003 - 2004 football season. If passed, this
measure will increase the Athletic Department Finance
Committee budget by more than to 9.5%. This one-year ex
emption will allow continued funding all pre-school games
at the current level.
Ballot Measure #3
Shall ASUO Constitution be changed to include the following
language?
6.16
Funding of ASUO and EMU building reserves shall not be
included in the 7% calculation for 2003-2004 called for by
section 6.15 of this Constitution. Except as stated above,
this section shall have no effect on the normal benchmark
ing or budgeting processes established by the ASUO Senate
and shall be a one-time exemption to the 7% budget in
crease limitation.
Statement:
The "Clark Document" is a written instrument through

tion G)." Prior to May 24,2002, the Clark Document did
not require the ASUO to fully fund building reserves. ASUO
and EMU building reserves are intended for the mainte
nance or repair of ASUO and EMU owned buildings. In the
event of catastrophic damage to any ASUO or EMU owned
building, building reserve funds would be used to pay for
the repair. In such an event, the Clark Document would re
quire the ASUO to fully replenish all reserve funds. If
passed, this measure would create an exception to the 7%
maximum budget increase outlined in section 6.15 of the
ASUO Constitution. Under the terms of this measure, re
plenishing building reserves would not be included in the
7% calculation required by section 6.15 of the ASUO Con
stitution. This measure will have no effect on the ASUO
Senate's or ASUO Executive's authority to review ASUO or
EMU budgets while setting benchmarks or making inciden
tal fee assessments.
Ballot Measure #4
Shall ASUO Constitution be changed to include the following
language?
12.2
The Regular ASUO Election shall be held no earlier than
February 1st and no later than April -30th of each year.
