DPS officials defended the pro gram, stating that the estimated $10,000 to $12,000 would help off set the cost of the registration pro gram. But on Tuesday, the depart ment withdrew the proposal, fearing that registration rates would drop. DPS requires all bicyclists to reg ister with the department to aid in vestigations of bike thefts.
