Technological ad vances had made the devices obso lete within about two years of pur chase, Williams said. “With the looming volume from business and consumers coming our way, the University of Oregon is trying to address that before it be comes a problem,” Williams said. Williams said the idea for the pro gram was sparked by a computer and electronic equipment task force established last fall. The task force surveyed how other schools, such as the University of Kansas and Johns Hopkins University, were dis carding computers. Some schools were charged by disposal agencies for removal of the materials. But by creating its own program that collects the equip ment, the University is able to re move the materials for free. Some states, such as Massachu setts, have banned from landfills lead materials that can leak. And in Oregon, legislators created two bills to address the issue of computer equipment clogging up landfills. Tim Black, advocacy director with the Office of Governmental Affairs said House Bill 3776 would create a task force to study the problem of personal computer disposal. Kaplan said initiatives like HB 3776 ideally would make computer companies more aware that they need to take responsibility for their prod ucts in terms of “design, toxic material reduction and waste reduction.” Hewlett-Packard is one company that has started to offer a personal computer recycling service, charging manufacturers only the cost of the service, as reported in the Bloomberg News. To combat the growing prob lem of outdated computer equip ment, Williams said, the Environ mental Health and Safety program will attempt to sweep the campus — in a “user-friendly” — manner over the next month. It will do this by set ting up equipment collection days and times for various departments.
