“It concerns me that if this is in
fact the same person who has been
attacking women, the nature and
conduct of the attacks is escalating
in danger,” said McKee, who is also
the supervisor for the Violent
Crimes Unit.
Another significant difference was
that the victim was able to see her at
tacker’s face, and McKee said the vic
tim identified her attacker as looking
very similar to the composite draw
ing released April 5 by the EPD.
The attack itself was also similar
in nature to the previous attacks in
that the victim was grabbed horn be
hind and the attacker fled when the
victims fought back.
But the added threat of a knife
and the early hour during which the
attack took place make the incident
more severe than the previous at
tacks, McKee said, and added the at
tacker also reportedly made casual
conversation with the victim before
attacking her.
During the conversation, McKee
said the victim noticed the man was
playing with a knife. After the vic
tim walked past the attacker, the
man stalked behind her trying to
further engage her in conversation,
McKee said.
“The attacker eventually threw
down the knife, almost as a gesture
that he wasn’t going to hurt her,”
McKee said. “Then he grabbed her
around the neck and tried to pull
her to the ground.”

tim called DPS first, but since the at
tack happened off campus, the case
was turned over to EPD detectives.
“We did make sure the Office of
Student Life was aware of the situa
tion and could offer support servic
es to the student," Fitzpatrick said.

for the ASUO Women’s Center, said
the important thing for assault vic
tims to remember is to trust their in
stincts, fight back, and remember that
whatever happens is not their fault.
“Women obviously need to take
precautions when walking alone,
because rape is a reality of our socie
ty,” Modisette said. “But we can’t be
forced not to live our lives, and our
society needs to focus on holding
the perpetrators accountable and
not blaming the victims. ”
McKee said it’s particularly im
portant to pay attention to the con
duct of the people around you and
watch out for foul intentions.
“If a person has a weapon out, it
should be a red flag no matter what,”
McKee said, “regardless of how un
threatening their gestures are. ”
McKee agreed that victims
should not feel guilty for an attack
against them, and there are certain
things victims can do to increase
their chances of surviving an attack.
“If you sense someone is going to
grab you and you think they can
control you once they’ve grabbed
you, follow your instincts and do
everything to separate yourself from
them,” McKee said. “If they get you
alone, your chances of surviving
drastically diminish. ”
McKee warns that the attacker is
apparently targeting women of the
same age group — late teens, early
twenties — and is attacking lone fe
males.
“Both the areas he’s attacking in
— Pioneer Cemetery and the bike
paths in Alton Baker Park—and the
time of day he’s making the attacks
offers the opportunity for more en
counters,” McKee said.
McKee said EPD will continue to
follow-up on the leads they have re
garding the attacks, and anyone
with information about the attacks
can leave an anonymous tip on the
investigators’ tip line at 682-8888.

Laslovich said. “The decisions we
make have a tremendous impact that
will affect me when I’m 30 years old. ”
Both Barney and Laslovich came
to Oregon to speak on behalf of HJR
16 and believe Oregon would great
ly benefit from such an amendment
to the state’s constitution.
Bradbury said giving young leg
islators such as Barney and
Laslovich the opportunity to run for
state seats increases the amount of
trust and interest of voters who are
between 18 and 34 years old.
In states that allow 18-year-olds to
run for the legislature, there was a 5
percent higher voter turnout among
the 18-24 year old demographic in
the 1996 election, Bradbury said.
“Right now, young people per
ceive politicians as ‘old folks’ who
are out of touch with their issues,”
Bradbury said. “Lowering the age
limit so that every eligible voter can
run for office will show 18- to 21
year-olds that they are important to
the political process.”
“Concerns are usually about the
maturity level of 18-year-olds,” said
Marian Hammond, press secretary
for Bradbury. “But it’s important for
people to know that just because we
would be allowing younger people
to run, this wouldn’t mean the Leg
islature would be overrun by 18
year-olds.”
But Rep. Dan Doyle, R-Salem,
who is on the Rules, Redistricting
and Public Affairs Committee, said
he disagrees with lowering the age
limit because those lines are drawn
for a reason.
“All age limits for service are legiti
mate,” Doyle said. “And just because
there is a requirement doesn’t mean
that younger people can’t serve for
other governmental bodies, like city
councils and school boards.”
Bradbury said if HJR16 is passed
by voters in the 2002 election, vot
ers will still have the option of vot
ing for who they believe is the most
eligible candidate. The resolution
has yet to be voted on by the Rules,
Redistricting and Public Affairs
Committee.
“It’s basic to provide this oppor
tunity to younger people,” Brad
bury said. “They still have to con
vince voters that they are the most
worthy candidate. ”
