Executive appeals PFC decision
■ Thursday, the committee
approves the budgets of
five ASUO-sponored groups

Emotions were brought back to
the ASUO Programs Finance
Committee hearing Thursday
night when the ASUO Executive
returned for the appeal of the
group’s budget.
About 25 students from the ex
ecutive office attended the appeal
of the request for funding the ex
ecutive coordinator, which was
originally not funded in the last
hearing. ASUO Vice President Mi
tra Anoushiravani explained the
coordinator would help the exec
utive, ASUO programs and the en
tire student body and would save
students money.
Some attendants displayed
anger toward the PFC after it de
nied funding to the position,
which they said would relieve the
workload of the executive.
The PFC temporarily tabled the
budget of the Hawaii Club earlier
in the hearing because the repre
sentatives of the group failed to
present the financial disclosure
form to the Committee. PFC mem
bers finally approved the Hawaii
Club’s budget at $4,4 31.
Representatives from MEChA
appealed for more funding for its
nine board of directors positions.
However, the PFC rejected the re
quest because it has already allo
cated money to the group for these
positions for the next fiscal year.
The PFC also heard the budgets
of five other programs, which
were originally not funded when
their representatives failed to at
tend the originally scheduled
hearings.
PFC members also approved
the KWVA’s request on equip
ment improvement and the mis
sion and goal statements of about
60 ASUO programs and voted to
hear the appeal filed by the Desig
nated Driver Shuttle.
Oregon springs pinpoint lava flow

think it may be possible to
use water sources to learn
about Oregon’s volcanoes

In the summer of 1998, a group
of University geologists discovered
that ground water emerging in
spring-fed Oregon rivers contains
large amounts of carbon dioxide.
This finding can be used to track
volcanic activity and water flow
deep below the surface of the earth.
“We found that the cold springs
of the Central Oregon Cascades
discharge large amounts of carbon
dioxide that is coming from un
derground magma or hot liquefied
rock,” said Michael Manga, an as
sistant professor in the depart
ment of geological sciences.
The methodology of the study,
termed the Geological Fluid Me
chanics, implied that it is possible
to use water to learn about volcanic
activity, and it is possible to use vol
canoes to learn about water move
ment. The findings further encour
age the development of alternative
research methods to show the me
chanics of the underground.
The study, which has been go
ing on for the past five years, is
still being conducted by Manga
and his team, which previously
tested water from many large
springs in Central Oregon.
Funded by the National Science
Foundation, the study was head
ed by Manga and Elizabeth James,
who wrote her Master’s thesis on
the subject.
“Despite a grant of $202,000,
the costs were high as we had to
employ an expensive and highly
technical process that involved
measuring trace amounts of many
isotopes of carbon,” James said. “It
is a long and tedious process that
involves collecting samples of wa
ter from the spring, carefully stor
ing and eventually evaluating the
minerals at the Lawrence Liver
more Laboratory in California.”
According to Manga, the latest
findings indicate that cold water
springs may be a significant global
source of natural carbon dioxide.
The carbon dioxide measured in
the springs, however, doesn’t con
tribute directly to global warming
as it tends to remain dissolved in
water.
Ballot brief
ASUO court approves three measures
The ASUO Constitution Court continued delibera
tion on ballot measures Tuesday, approving three for
the March ballot and sending three back for revision.
The court approved measures from ASUO Presi
dent Wylie Chen and Vice President Mitra Anoushi
ravani that would make students pay $7.29 in inci
dental fees per term for unlimited city bus service
and $1 per term for ASUO membership in the Unit
ed States Student Association.
It also approved a measure that would make stu
dents pay an extra 50 cents per term in fees to give
the marching band more money than was allot to
them by the Programs Finance Committee.
The court rejected the wording of measures re
garding funding for the career center and Interna
tional Resource Center and required the court to re
turn grievance decisions in 14 business days.
The three ballots can be rewritten and resubmitted.
