Bomb throat suspends
anarchist’s lecture

Zerzan evacuated Columbia 150
Wednesday night after a bomb
threat was made to the Office of
Public Safety.
OPS received a phone call from
a man at 7:59 p.m. The caller,
whose identity is unknown, spoke
in a calm, slow manner, according
to the OPS dispatcher.
"There is a bomb in Room 150
of Columbia, and you have 12
minutes,” he said.
Public safety officers immedi
ately went to the building and
pulled the fire alarm, hoping for a
quick evacuation, said Gay Van
dermyn, a spokeswoman for OPS.
After clearing the building, offi
cers searched the room and an
nounced it clear, she said.
Near the end of Zerzan’s presen
tation, he was asked to evacuate
the building because of the threat.
“Bomb threats, unfortunately,
are not that uncommon on college
campuses,” Vandermyn said.
Donation will fund new
Prefontainepark
Two former Eugene residents
are donating $120,000 to the City
of Eugene to fund the purchase of
a park honoring former University
long-distance runner Steve Pre
fontaine.
Cliff and Sherry Shirley, Portland
business owners, pledged the mon
ey to purchase about 1.5 acres of
property near the intersection of
Birch Lane and Skyline Boulevard
in East Eugene, where Prefontaine
died in a May 30, 1975, car acci
dent.
He was the most celebrated
track and field athlete to compete
for the University, participating in
the 1972 Munich Olympic Games.
“Without Limits,” a movie
about his life and filmed partially
in Eugene, was released at the
end of last year.
A news conference to an
nounce the donation will take
place Friday morning with Mayor
jim Torrey, City Manager Jim
Johnson and Oregon Department
of Transportation representatives.
The City of Eugene will use the
money to buy the property from
ODOT. According to a city re
lease, officials from the two agen
cies expect the agreement trans
ferring the property to the city
will be final in the next several
weeks.
The City of Eugene does not
plan on significantly developing
the park property. However, it
will make improvements over
time, which could include a park
ing area, trails, benches and
sculptures.
Donations can still be made to
the Pre’s Park Memorial Fund at
any branch of Wells Fargo Bank.

She contended that it was
within her power to change the
deadlines.
Austin said that not all ASUO
groups, specifically the College
Republicans, were notified of
the extension and were thereby
robbed of an opportunity to sub
mit or resubmit a ballot mea
sure.
Sturges said that she alerted all
ASUO groups of the extended
deadline.
College Republicans President
Jason Gathercole refuted this
statement. He said that he did
not find out about the deadline
until after other groups were in
formed.
Austin said that this late notice
erased the opportunity for Gath
ercole’s group to resubmit a bal
lot measure that was previously
denied by the court.
The court asked if any other
groups were not alerted of the
deadline extension.
From the audience, Student
Senator Autumn De Poe said the
senate was not alerted of the
change.
“1 can personally only give one
example, and it is one too many,”
Austin said, referring to the Col
lege Republicans. He argued that
Sturges knowingly violated the
rules by extending the deadline.
The two ballot measures that
were allowed to be resubmitted
after the original deadline in
cluded a measure to permit vot
ing via Duck Web and a measure
to reinstate funding for OSP1RG.
The Duck Web ballot measure
had been submitted and denied
several times by the Constitution
Court for different reasons.
Because the denial was for
different reasons each time and
because Sturges was unaware
that the court approval process
would take so long, she felt it
would be unfair to withhold the
Duck Web measure from the
election.
By allowing Duck Web to be
submitted late, Sturges also felt
that she should permit OSPIRG’s
ballot measure to be late because
it was denied by the court on the
same day as the Duck Web mea
sure.
Court justice Heidi Barker said
that she was having difficulty un
derstanding how Sturges thought
that allowing an advantage to
groups who got their ballot mea
sures started “late in the game" is
impartial.
“Why didn't you give every
one one last chance?” Barker
asked.
Sturges admitted that she had
reservations about permitting
OSPIRG’s measure to be sub
mitted late but decided it
would be unfair to only allow
resubmission for the Duck Web
measure.
Austin also suggested that the
court apply a “clear and present
danger” test to the president’s de
cision to hold the election.
He said the special election of
1994, which Wortman referred to
as a precedent for the current
election’s legality, was held be
cause of a threat to the ASUO in
cidental fee autonomy. The 1994
election reorganized the way that
incidental fees are allocated at
the University.
Because the election is not be
ing held to relieve a “clear and
present” threat such as this one,
Austin said, the election is not
necessary.
The Constitution Court said
that the ASUO Constitution rules
are unclear but made no final de
cision on the injunctions.
A decision is expected in the
next few days.
Bicycles

this quarter.
“Students are hired through
OPS to drive the bikes, and all stu
dents are paid,” he said.
Funds for the bicycle taxi pro
gram are mostly generated from
parking fees, he said.
Students who drive the taxis are
all equipped with radios that con
nect them to the Office of Public
Safety, Niles said.
“The taxi lends itself to a safer
campus environment,” he said.
Tom Clawson, a student driver
for the taxi system said although
he gets paid, he doesn’t count it as
one of his jobs.
“I just do it because I love riding
bikes," he said.
