Minor construction begins in Oregon Hall

Construction began on the first
floor of Oregon Hall over the win
ter break, and David Musgrove,
Business Affairs support coordina
tor, said the project is on schedule.
The departments at the front
counters, including Accounts
Payable and Accounts Receivable,
have moved to different places
along the counter.
“It shouldn’t impede [students]
too much,” Musgrove said.
Signs were created to direct stu
dents to the new locations.
To make the changes easier for
students, Business Affairs has pre
pared a video and two different
handouts explaining the changes.
The office’s video runs during
business hours on the first floor in
formation table.
The current facilities were cre
ated in the 1970s, and the changes
will keep up Oregon Hall’s tech
nology with the rest of the Univer
sity, he said.
The office upgrades will im
prove student services, Musgrove
said. Offices will be consolidated,
leaving the first floor with less of a
"maze” feel. The telecommunica
tions and electrical outlets are also
being updated.
Other goals of the office are to
improve the location of student
oriented services, comply with the
Americans with Disabilities Act,
streamline the office traffic flow
and create a professional appear
ance.
The project is due for comple
tion in mid-March, Musgrove said.
uregon implements standards for Japanese programs

Delegates from seven countries
gathered in Portland on Dec. 11
and 12 to discuss standards-based
Japanese language programs in el
ementary and secondary schools.
“Oregon is really a national
leader in the teaching of Japan
ese,” said Carl Falsgraf, the direc
tor of the Oregon State System of
Higher Education Japanese Lan
guage Project. “We are ahead of
any other state in implementing a
standards-based system.”
The standards-based system re
placed the curriculum-based ap
proach. Before the curriculum was
the focus of the teaching, but with
standards, Falsgraf said. OSSHE
cares less about how the students
are taught as long as they can reach
the predetermined set of goals at
the end of the program.
The four areas that make up the
language standards are spoken
communication, written commu
nication, reading and culture.
Representatives from Australia,
Canada, New Zealand, China,
Great Britain, Japan and the Unit
ed States found that they have
similar problems with implement
ing the standards-based program,
Falsgrafsaid.
“In all those countries there was
a lot of resistance from schools
and teachers because the new ap
proach makes them more account
able, and they have less control,”
he said.
Falsgraf said the effect of the
standards-based program won’t be
felt for a few more years in Oregon
higher education institutions. He
predicted the eventual effect to he
an increased demand for upper-di
vision Japanese language classes.
OSSHE received a $500,000
grant from the Nippon Founda
tion in Japan in 1994 to get the
standards-based program started.
