    Council to debate housing code
Proponents of a new
bousing plan expect
to meet with opposition
from property managers
By Michael Burnham
Community Reporter
A housing code requiring mini
mum standards for housing com
panies.
A University group creating a
renter’s association.
An ASUO-sponsored rental
pamphlet ranking housing com
panies for students.
All three are new ideas that
may stir up a hornet's nest worth
of debate among Eugene City
Council members, student renters
and landlords.
On Nov. 10, the City Council
will discuss a new housing code
recently drafted by an advisory
committee composed of land
lords, tenant representatives and
community members. The plan,
drafted by the Departmental Ad
visory Committee for the Housing
Code, includes detailed tenant
housing specifics and require
ments for minimum housing stan
dards.
According to John Davidson, a
member of the committee, the
housing code may encounter op
position from landlords and prop
erty managers because of the costs
of the potential changes. David
son, staff attorney for the ASUO
sponsored Legal Services, said
some City Council members may
be more receptive to landlords be
cause he believes more landlords
than tenants will show up for the
meeting to voice their concerns.
“In relation to this issue and in
relation to other issues, [City
Council members’] comments
have shown that they are more fa
miliar to businesses and less fa
miliar to the concerns of the con
sumers and the poor," Davidson
said.
The West University neighbor
hood has been the subject of at
tention from a group within an
upper-division public policy
class whose goal is to organize
student residents from the neigh
borhood into a working renter’s
association. The ASUO also is try
ing to tackle renting issues on e
larger scale by developing an ed
ucational renter’s guide for stu
dents that would rank rental com

panies and private renters.
"Educating the public is a real
ly big part of this,” City Council
man Bobby Lee said.
Lee attended an Oct. 30 infor
mational meeting held by a group
of public policy students in
which community and Universi
ty leaders discussed the group's
and the ASUO's goals.
Leslie Wilson, a senior plan
ning, public policy and manage
ment major, said his group's goal
is to encourage West University
student residents to join a renter’s
association that could address le
gal issues concerning housing
matters.
The group’s goal ties into the
ASUO’s plan to form a rental
ranking system because of the le
gal problems tenants have en
countered in renting situations.
Davidson said he has coun
seled many students who have
had legal problems or difficulties
with landlords and rental compa
nies in the past. However, he said
he is still concerned that a large
number of students do not know
about the services his office can
provide.
