Union files grievance for
Phillips, hearing today

player has been suspended
since Aug. 10

NEW YORK — In an effort to get
Tony Phillips back on the field, the
Major League Baseball Players As
sociation filed a grievance Tues
day seeking to overturn his indefi
nite suspension.
Phillips, facing a felony charge
of cocaine possession, was sus
pended indefinitely Monday by
the Anaheim Angels. Arbitrator
Richard Bloch will hear the case
Wednesday in New York.
Because players and owners
fired their permanent arbitrator on
July 30, Bloch was selected Tues
day as an interim arbitrator to han
dle this case. In April 1984, he lift
ed a drug-related suspension
commissioner Bowie Kuhn had
given to Pascual Perez, and short
ened Kuhn’s suspensions of Willie
Wilson and Jerry Martin from one
year to approximately six weeks.
Bloch declined to overturn the
suspension of Vida Blue from July
26,1984, through the remainder of
that season.
Phillips hasn’t played since
Aug. 10, when he was arrested in a
motel at Anaheim, Calif. The An
gels suspended their leadoff hitter
after he turned down the team’s re
quest to go on the disabled list and
take part in a drug rehabilitation
program.
According to a baseball manage
ment source, the suspension was
ordered by Michael Eisner, chief
executive officer of the Angels’
parent company, The Walt Disney
Co.
Given the history of suspensions
in grievance hearings, Bloch is
likely to order the Angels to rein
state Phillips. The controlling
precedent was set in 1980 after
Texas Rangers pitcher Ferguson
Jenkins was suspended indefinite
ly following his Aug. 25 arrest in
Canada on charges of cocaine pos
session.
Kuhn suspended Jenkins indefi
nitely that Sept. 9 and the union
filed a grievance. Arbitrator Ray
mond Goetz lifted the suspension
on Sept. 22, ruling essentially that
a player couldn’t be penalized
merely for an arrest, that a convic
tion was necessary.
Gene Orza, the No. 2 official of
the players’ association, said Tues
day he wouldn’t comment while
the case was pending. Randy
Levine, the head of management’s
Player Relations Committee, also
decli ned comment.
As part of the grievance, the
union asked that the Angels be
compelled to pay Phillips an addi
tional $100,000 bonus for reaching
600 plate appearances. Phillips,
who had 503 plate appearances,
earned a $100,000 bonus for reach
ing 500 and would get an addition
al $100,000 for reaching 600.
Phillips, 38, was acquired in a
midseason trade with the Chicago
White Sox. He is batting .279 with
47 runs batted in and 77 walks.
