savings cuts discussed in the Jan. 22 work session, except
for a plan to reduce library operating hours.
As new Ward 5 City Councilor Ken Tollenaar suggested,
the council should not try to “micro manage” services like
the library. Instead councilors voted to let library staff find
between .$5,000 and $10,000 in savings without designating
specific times or money to be cut.
Included in the cuts were plans for reducing hours for
community pools, reducing funds for low-income housing
and freezing all city hiring positions.
The cuts are necessary to increase a savings fund to offset
the lower amount of property-tax revenue that can be col
lected next year, due to Measure 47. Measure 47 restricts
property tax revenue to 1994-1995 levels or 1995-1996 levels
minus 10 percent, whichever is lower. Future tax increases
are also limited to 3 percent.
The cuts will be implemented into next year’s budget at a
Feb. 24 budget meeting, where the public may comment on
the short-term service cuts.
“This is like the preseason in a basketball league,” Mayor
Jim Torrey said. “The really tough games start next month.”
During the regular session council meeting, councilors
unanimously voted to create a committee to recommend a
private-land site for the relocation of the Skinner Butte cross.
The committee, which was nominated by former Mayor
Ruth Bascom, is composed of: Pat Farr, Council Vice Presi
dent; Gretchen Miller, Vice Chair of the Human Rights Com
mission; Dan Bryant, Senior Minister of First Christian
Church; John Fernandez, Minister at Santa Clara Church of
Christ; Leithra Hillsberry, Veterans’ Issues Representative;
John McFadden, Community Democratic Party Activist, Rob
Oberto, Minister at North Eugene Faith Center.
The committee will have 30 days to work on proposed
sites.

Upham said the zebrafish research
has proven to be successful.
“It’s a step to reduce our depen
dence on higher-order organisms,” he
said, “but we don’t sacrifice any find
ings on higher-order organisms in the
process.”
Douglas said zebrafish are one of the
easiest vertebrates to study because
they are small and easily manageable.
“They breed quickly, have rapid de
velopment and have lots of babies,”
she said. “The embryos are transpar
ent, so we can put them under a micro
scope and see the cells dividing.”
Douglas said the on-line interactive
database will allow over one hundred
zebrafish labs around the world to gain
information about zebrafish.
“My research interest is creating an
on-line scientific community," she
said. “Not only is it important to have
information available to scientists, but
I’m very interested in having it be
[available] for general use, to create an
information exchange through tech
nology.”
Preparations for the renovation of
the zebrafish facility and the expan
sion of the database are expected to be
completed in one year.
