City bans skateboards and dogs, weighs expanding law ■ ORDINANCE: Eugene City Council moves to break up drug dealing and loitering with new legislation By Doug Irving Community Reporter Man’s best friend is no longer welcome on several blocks of the West University area. Neither are skateboarders. The Eugene City Council enacted a dog and skateboard ban during the summer that covers 13th Avenue between Kincaid and Ferry Streets and Alder Street between 12th and 14 th Avenues. The ban’s goal is “to make the area less comfortable to persons who were disrupting people,” said Rosie Pryor, the community re lations manager for the city of Eugene. The ordinance will come up for review in March, Pryor said, although it could be amended as early as next week. The council will consider extending the ban to a larger area at their meeting on Oct. 9. “The further out you get, the more dissipa tion [of problems] you’re going to get,” said Lt. Becky Hanson, the East sector comman der for the Eugene police department. Dog owners and skateboarders could re ceive a $50 ticket for walking their dog or rid ing their skateboards in the banned area. However, police and seeing-eye dogs are ex empt, and residents of the affected blocks who own dogs are allowed to walk their dogs there if they can prove they live in the area. The region covered by the ban experiences the heaviest pedestrian traffic in Eugene, Hanson said. Because of this, the council felt that dogs and skateboards should be moved to an area with less traffic, said Bev Mason, a commu nity service officer. The idea was to move things that could hurt people away from peo ple. Hanson said the drug trade, in addition to loitering, littering and other criminal con cerns, also played a part in the decision to enact the ban. “Some people who had dogs, and some people who had skateboards, were dealing drugs,” she said. "Now that the ban is in ef fect, we’ve noticed a very noticeable decline in criminal activity within the ban area. ” The Eugene police department recently in creased the number of street sweeps for drugs in the neighborhood just west of the ban, Hanson said. This was to counter the sudden influx of people from the ban area, she ex plained.
