tried to si hedule the late groups in along with
those that were on time.
Considering pressure on the ASUO and IFC to
both switch over to the new accounting system
and revamp the entire IFC strut.turn through win
ter and spring terms, student groups submitting
late proposals will lie put low on the prioritv fund
ing list, he said
Groups submitting late this year will be held
over until the end of the budget process and be
funded with any money available, the official said
Jian Liu, the current IFC chairman, said last
year's IFC sometimes met four times a week by late
April to get student groups through the budget
process.
"There has to he a deadline." Liu said of this
year's budget process. "This gives order for things
to function properly and efficiently."
Liu said the IFC will be looking closely at those
groups that have mismanaged their funds, a point
reiterated by Neo.
So far this term, the Lesbian Cay Bisexual
Alliance nnd the Student Bar Association have
come before the IFC requesting help replacing mis
managed funds
Neo said student groups like the LUBA and SBA
will h« under tighter pressure to demonstrate their
value to the student hod\
Neo said those groups that don’t emphasize
fund-raising, strong management or membership
drives will probably ns eive less funding this year
Hut the funding brakes will be used with all
groups expecting large increases m their budgets.
Neo said, because of the ASUOs pledge not to
increase incidental fires
Next year's estimate of incidental hi' re< eipts is
about $.10,000 higher than last year's because of
higher student enrollment, Neo said
To increase student group budgets accordingly
would be like "pulling the trigger on ourselves."
Neo said, ltd ause the ASlIO is expecting enroll
ment levels to either level out or decline in the
future.
"Everyone wants more money but no one is
looking at student numbers," he said "They say
they want more money for programs because 'good
programs attract more people ' Not true Hut it's
hard for the IFC to say no

ered, it changes the way we see
things." he said.
His studies seem to indicate
that the shift to an agrarian cul
ture may have created new prob
lems as it solved old ones.
"There is some major contro
versy about whether agriculture
was good or bad,” he said.
"Civilixationocentric" views
would sav the nomads were
inferior. Lukacs explained
"They may have had more free
time, and they were probably
just fine.” he said Agriculture
may not have developed
because it was easier, he said,
but because humans had to feed
more people.
He admitted that examining
ancient skulls for cavities can lx;
a little strange. On one trip to
Pakistan, lit! and colleagues had
dozens of skeletons scattered
throughout thtnr living area and
bones covered the bedroom
floors and the kitchen counters.
"Every day you get up. have
breakfast and then go dig up
skeletons.” he said.
