The time to talk was 10 days before the deadline,
as prescribed by state rules, the official said
"You can't continue discussion when there is
nothing on the table.” said Liu. referring to the lack
of a finished amendment. He said without the
actual document, there is nothing to base further
debate on
Bowen agreed with Liu, adding that he had been
waiting for the proposed amendment but never
received anything in writing. University President
Myles Brand wrote in a memo dated May 1H. 1093.
that the administration would begin the process of
writing an amendment to the (.lark Document.
The ASUO president wrote Moseley in a memo
Friday saying that tmcause he hasn't received the
amendments, he would diret t the ASUO Execu
tive, Incidental Fee Committee and the EMU hoard
to proceed under the current version of the Clark
Document " Bowen received the document Mon
day.
"We re not doing it the old way." Moseley said
in response to Bowen's memo.
Moseley said Brand s May IB memo gave notice.
He said the memo also marked the end of any dis
cussion and ended any responsibility by the
administration to circulate the amendment in its
written form
The University pushed fora revised (.lark Docu
ment. Moseley said, in the 1991-92 school year
when IFC members increasingly demanded line
item veto power over the EMU hoard budget.
The administration granted an extension in
1992. so then-ASUO President Bobby Lam could set
up a series of public meetings to allow more
debate. Low attendance, especially by IFC mem
bers. and continual concerns over the IFC sparked
the May IB memo, he said.
Last year's IFC. headed by Steve Masat, deeply
concerned the administration, Moseley said,
because of mismanagement and the former chair
man's intent on line-item control.
Liu acknowledged that Masat wus a problem, but
that the IFC should be allowed to take care of
internal problems itself. Liu said he has introduced
a measure to keep the IFC from gaining line-item
control. The amendment is currently in front of the
ASUO Constitution Court.
