More restrictions
for state sales tax
The following is a list of restrii lions legislators have added
to Ballot Measure 1. which Oregon residents will lx* voting on
Nov 9.
The information was produced by the state and given to the
Emerald by Philip Bentley, state affairs coordinator for the
ASUO
• The sales tax for schools will lx* on a trial basis Oregon
residents will have to vote for the tax again in the 1908 gen
eral election
Hie 5 percent tax rate can only be raised by a statewide vote
of the people.
Money from the sales tax is dedicated solely for schools with
grades kindergarten through 12 and for community colleges.
Again, this can only by changed by public vote.
School property taxes would be abolished under the tax. but
homeowners will still be asked to pay for school bonds and
other government services and bonds
• The sales tax would not include services.
Exemptions on the tax would include: food, housing, water,
light, heat power, prescription medicine, motor fuel, essential
services, farm animals, seed and fertilizer. Exemptions can
only Ixs changed by a vote of the people.
Cities, counties and local governments cannot impose a sales
tax.
Working families, with children, earning less than $24.000
a year would receive an csarned income credit on their income
tax.
The corporate income tax would be raised from fi.fi per
cent to 7.6 percent.
The measure restricts the state's spending authority on the
money. Emergency expenditures can be made with a "yes”
vote by 60 percent of the Legislature and if approved by the
governor.
