have been arguing over the committee's attempt to restrict how the
EMU uses student fees Although University President Myles Brand
ruled the committee could not tell the KMU how to spend money.
Masnt has continued to insist the committee has a right to influence
how any recipient of student fires spends the money.
Tin* IFC has also dashed with the EMI I ixxird over the committee's
plan to examine each EMU program’s budget separately from the
overall EMU budget request.
EMU board Chairman Joe GruJre said he believes tho committee's
hearing plan is yet another IFC attempt to control how the EMU
spends its money
In an effort to end the turmoil in student government. Brand has
proposed taking away the committee's authority to allocate student
fees to the EMU His plan would give the EMU board the authority
to allocate student money to the EMU
Some members of the EMU board, such as Grube and Sara Dodge,
believe Brand’s plan is a good idea because the IFC doesn't have the
time or expertise to examine the F.'MU budget in detail.
Believing student control of fires was in jeopardy, Lee convened a
meeting of the ASUO. EMU board and the IFC to formulate a
response to Brand's plan. In what may be an indication of the disor
ganized state of the I EC. only three of the six eligible committee
members showed up for the meeting.
Poor attendance at scheduled meetings has been a problem for the
committee throughout the year, especially during this term. The
committee has missed at least one meetings week since the begin
ning of the term and canceled two recent meetings because too few
members attended to form a legal quorum.
Although two members, Jose Balderas and Zoe Pargot, resigned
from the committee this term, the IFC has always had enough mom
Irers to form a quorum
Because of the hearing controversy and the canceled meetings, the
EMU has had its budget hearing canceled three times this year, and
EMU staff and hoard members are wondering whether the commit
tee will approve their budget by the May 24 deadline.
In addition to the committee's attendance and political problems.
Lee said he believes the committee has failed to keep up with rou
tine bookkeeping chores.
Because the committee could not deal with an accounting prob
lem. Lee said In* was forced to illegally transfer money within ASUO
accounts to pay work study students this month.
Many groups funded by the committee don't complain about tire
committee's actions because they are afraid the IFC will reduce their
funding. Lee said.
Masat dismissed lire's comments about the committee and said the
IFC would finish its work by the deadline.
Even if the committee pulls together and finishes the budget sea
son. it is likely that Brand will take the FiMU budget away from the
committee.
In that case, many student government leaders believe less student
control of student money will Ire the lasting legacy of this year's Inci
dental Fee Committee.
