BUDGET
Continued from Page 1
the KMU board will vote on the budget
Moselev said tfit? ASUO would still review the
EMU budget before it is sent to the Oregon Stale
System of Higher Education for final approval.
Masai said Brand's plan violated the ASUO Con
stitution and would make it easy for University
administrators to manipulate the use of student
fees.
Brand's plan would violate the ASUO Constitu
tion because only the IKC is authorized under the
Constitution to distribute student fees, Masat said
Masat also said Brand's plan would split the
budget process from the I FT to several committees,
which would ease the way for University admin
istrators to influence the use of student fees
Other student government leaders welcomed
Brand's plan
IFC member Anne Wagoner said Brand's plan
would make the budget prtx ess more effic ient and
reduce tension between the I Ft. and the KMU
board.
EMU board memliers said the plan would i lear
ly pa rail* the IFf' and the EMU
"We've always hud a problem of student gov
ernment groups overlapping and clashing over
authority." said EMU board Chairman |oo (.rube
"This plan w ill define eat h group's responsihihtv
which will give students more power
The EMU board is best qualified to decide the
complex K)MU budget because the board deals
with the many different EMU programs on a daily
Iwsis, Grttbe said
Students and administrators will rev iew Hrand's
plan during the next few weeks. Moseley said
Since last summer, the EMU Hoard of Directors
and the IEC have disagreed about whether the IEC
could use budget notes to control the use of stu
dent fees allocated to the EMU,
Unable to resolve the conflict, the EMU board
asked Brand to review the Clark Dot ument, the
University's offu lal student inc idental fee guide
lines. to determine whether the IEC could < nnlrol
the EMU's use of student fees
