adult-oriented sex businesses nwoy from schools
and residential areas under a proposal introduced
Wednesday by a legislator from Gresharn.
Democratic Rep Sboron Wylie said local officials
ore powerless to deol with such establishments as
adult book stores and theaters because of state court
rulings on constitutional free speech rights.
Gresham citizens fought two adult businesses
only to learn they couldn’t restrict their locations,
she said.
Wylie drafted a proposed constitutional amend
ment that would allow cities and counties to use
zoning ordinances to forbid adult-oriented busi
nesses within 1.400 feet of schools or residential
neighborhoods
"My intent is to give Oregon communities the
right und the authority to keep adult entertainment
businesses away from our schools and out of our
neighborhoods." Wylie said at a news conference.
"To do this. Oregon voters must agree that com
munities have a right to determine the quality of
their environment,” she said
If approved by the Legislature. HJR57 would be
on the ballot for the November 1904 general elec
tion
She also introduced a related hill that would
expand state nuisance laws to include adult busi
nesses.
The measure, HB3495, would allow local gov
ernments to shut down a business if a pattern of
disruption occurred over a one-year period
"We can't stop pornography," Wylie said "My
bills will make sure that Oregon communities
ran keep them away from their schools and out
of their back yards.”

and $15.ft million since Measure
5 passed in November 1990.
Williams said the reason for
announcing some of the 1991-95
biennium's cuts now is to give
the people affected time to make
other plans.
"We know that real people are
being affected and lives being
changed," Brand said
The rest of round two's cuts
will likely be made in early
April. Williams said By then,
the University should have a
better estimate of its 1993-95
budget, he said.
Brand said the t uts come at a
time when the state needs high
er education the most The num
ber of high school graduates in
Oregon is increasing, he said,
but the University's enrollment
caps and higher tuition will
keep them from getting a higher
education.
The entire stale suffers as a
result. Brand said. The economy
depends on a well-edut aled
work force to operate business
os' technology, he said.
But this session's Legislature
will probably not give higher
education any more funds.
Brand said.
"We are. without question,
headed in the wrong direction,"
Brand said.
The first, and completed,
round of Measure 5. which af
fects the 1991-93 biennium,
eliminated 91 positions in the
College of Education, the speech
program and other areas
