Board heeds protest By Sarah Clark Emerald Reports The effective date for proposed tighter tuition residency require ments should I* changed from July 1. 1993 to Nov t, 1993. a state Board of Higher Education committee decided Friday If the date is changed, out-of-state students who came to the Uni versity before Nov 1, 1992 could apply for residency under the old, less restrictive rules. The committee will recommend the change to the board when it meets Friday at 1 p m in the EMU Cumwood Room The meeting is open to thu public. Anyone who wants to address the board must give the Chancel lor’s Office 10-days notice. However, written correspondence sent to Room 170 Susan Campbell by Thursday will be delivered to board members, said OSBHE Secretary Virginia Thompson. The committee recommended no other major changes to the pro posal, which would deny residency to out-of-state students in Ore gon primarily for educational purposes. Students enrolled in more than sovon credit hours per term "siwll ix: presumed to be in Ore gon for primarily educational purposes,” according to a draft of the proposal. Committeo chairman George Richardson said other language in the proposal was flexible enough so that officials at each institu tion could determine if students should get residency "Overall, we feel that we've got a policy that’s fair and equita ble,” Richardson said. The board was supposed to vote on the proposal at its Oct. 23 meeting, but OSBHE President Bob Bailey instead appointed the ad lux; committee to review it and address student concerns Bailey said the board will vote on residency requirements Friday Although the board has the right to change the rules at any time, Richardson said, the committee wanted to be fuir to students who had moved to Oregon with the idea they could get residency under the old rules.
