Senior U.S analysts recently
have cautioned that Hussein
who became president in 1879
- may be able to hold power
Indefinitely
Hussein, they say. mav have
overcome the biggest short
term domestic challenges in
cluding lhe U N.-Imposed eco
nomic: sanctions and a U.S.
funded propaganda campaign
Hussein has managed to pre
vent any individual from pos
ing a threat to his leadership by
periodically shaking up his
inner circle, the analysts say.
And, In part by playing to
strong nationalist themes, he
has been able to regroup with
out hindrance from opposition
figures or propaganda
Although liie sanctions have
taken a toll on Iraqi society,
some shortages - particularly
in the major cities ~ have been
eased by a thriving black mar
ket and smugglers coming in
ihrough Turkey. Iran and Jor
dan. the analysts say.
The primary uses of the new
CIA funds reportedly would bo:
to increase U S survoillanco
over Iraq, particularly to moni
tor arms deployment and po
tential manufacturing in defi
ance of the U N cease-fire; to
fund and assist at least' three
Iraqi opposition groups; and to
increase an anti-Hussein propa
ganda campaign.
The proposed funding alleg
edly has widespread bipartisan
support among those Informed
of the plan, though some critics
say the increase may he too
small
The analysts' predictions
contrast with recent public as
sessments by the administra
tion saying that Hussein laces
growing obstacles in his coun
try
In January, on the first anni
versary of Operation Desert
Storm. Bush said Hussein's
ouster was imminent and De
fense Secretary Dick Cheney
said the Iraqi leader would he
removed "in the not-too-distont
future."
