The University is moving for
ward with development of the
f>7-acre Riverfront Research
Park on the Willamette River's
south hank
The project is a partnership
between the University, the city
of Lugenn and the developer,
Institutional Development As
sociates of Salt Lake City.
The liyear-old project has
been delayed in part because of
land use challenges and the
withdrawal of the original de
veloper, but is now proceeding
. n si hedule, said Diane Wlleyj
University planner and project
representative
Recent developments include
the August completion of Riv
erfront Parkway, an extension
of Agate Street that will pro
vide site access lor construction
crews and future tenants
In addition, the Oregon De
partment of Ln v i ron m en I a 1
Quality has declared no further
nvironmental work is needed
at the site's Silva Orchard area
That pari el is the first of sever
al that w ill he developed when
tenants agree to locate a! the fa
cility
The University joined the
DKQ's Voluntary Cleanup Pro
gram this August and contract
ed with Squior Associates Inc ,
of Lake Oswego, to do environ
mental assessments of the site
Their efforts have boon moni
tored hy DEQ and the IJ S En
vironmental Protection Agency
Last year, Squior recom
mended sampling and monitor
ing of soils and groundwater at
various locations throughout
the site because of concerns
about the presence of metals,
such us cadmium, copper and
zinc, and organic compounds,
including methane.
The original developer, Car
lev Capitol Group, was forced
to Tile for protection from credi
tors under Chapter 11 hunk
ruplcy laws in 1989.
IDA, the current developer, is
primarily responsible for lind
mg tenants, and construction .it
the site will not begin until ten
,ints agree to locate there, Wiles
said. The University will not
discuss the status of tenant ne
gotiations.
Critii s charge the research
park is the wrong project in the
wrong place. Geography proles
sor Al Urquhart, director of the
University Environmental
Studies Program, said the site
was supposed to be reserved
