the problem and we have their
support. In a lot of places,
that's not the case."

ing for the Task Force on Hun
ger to 1995. The task force
would examine liarriers to as
sistance programs, assess un
met needs, examine participa
tion rates of various programs,
and monitor the effect of eco
nomic changes on the pro
grams.
