Bell is also on the Housing
and Urban Development Com
mittee and the State and Feder
al Affairs Committee. Bell said
she expects the focus of the
Housing and Urban Develop
ment Committee to be on find
ing ways to create more low-in
come housing
Bell said she would like to
see the State and Federal Af
fairs Committee deal with the
lottery. She said she is not a
"fan of the lottery" because the
lottery is mostly played by low
er income people who end up
paying for the services of every
one.
Moreover. Bell said she
wants to take a close look at
elections and said she is lean
ing toward a limit on campaign
spending She also said she
would like to increase repre
sentatives terms from two to
four years. Another area Bell is
concerned about is ethics ques
tions.
"People are using ethics
charges for a campaign tech
nique," she said. "Somehow
we need to protect innocent
people."
Bell said to eliminate this
problem she thinks ethics
charges against candidates and
public officials should be kept
private and out of the media
until a verdict is reached on
each case.
Although Bell will work with
Edmunson on the Judiciary
Committee, her idea of what
the Judiciary Committee should
accomplish varies from Ed
monson's. Edmunson said he
plans to propose a bill that
would legalize the use of peyo
te for religious services. Bell
said she would not support the
proposal because she believes
government needs to protect
society by keeping peyote il
legal.
However. Edmunson has oth
er plans that include trying to
improve the court system in
Lane County Edmunson said
the courts have too heavy a
case load and that there is "a
real threat" to the court system
because of the money that may
be lost as a result of Measure 5.
Edmunson is also on the La
bor Committee that deals with
workers compensation laws,
wage lean laws and other em
ployment laws. Edmunson said
last session the Labor Commit
tee was the one responsible for
raising the minimum wage.

Hill, who was co-chairman of
the senate Water Policy Com
mittee in 1989, was appointed
last week to head the group this
session. Like the Ways and
Means Committee, this group
will face difficult issues this
term ranging from depleting
salmon runs to staving off a
possible Californian demand to
reroute water from the Colum
bia River.
"In the past, water has been
treated as a commodity to be
consumed.” Hill said. "Our
present water laws are from the
1800s. It’s time to bring them
up to date to protect the free
flowing waters and the wildlife
that depends on that.”
Sen Peg Jolin, 38, a Demo
crat from Dist. 22, was appoint
ed to three senate committees.
As chairwoman of the Tele
communications and Consumer
Affairs Committee. )olin said
she wants to work for better
phone service for rural areas
around the state.
"In many rural areas we
don't have access to call wait
ing and some are still on party
lines,” she said. “I want to
open those rural areas up and
begin promoting direct access
to the telecommunications sys
tem."
On the Business, Housing
and Finance Committee, Jolin
hopes to focus on the lack of af
fordable housing for low-in
come families and to work for
more regulation in the savings
and loan industry on a state
level "to disallow what we
have seen happen in the past."
Jolin will also serve on the
senate Trade and Economic De
velopment Committee, which
she said will deal with a variety
of issues ranging from job re
training and unemployment ex
tensions to child care pro
grams.
