The state board of higher ed
ucation justified the change
based on the fact that Oregon
residents support state univer
sities and colleges with their
taxes, according to a state
board news release. Those stu
dents supported primarily by
an Oregon resident quality for
lower tuition because the state
taxes paid by their parents or
guardians contribute to tile
higher education system.
"We're trying to keep a pri
ority on Oregon students." said
