'Priorities' doom
faculty salary raise
Last l-’riday. (hr Oregon State System of Higher Ktl
ucation board gave Chancellor Thomas Bartlett permis
sion to ask the state’s emergency Board for S til million
to prop up teacher faculty salaries I he word from L
boarti members is to expect the request to he denied
The state has $3*1 million to allocate to agencies in
desperate need of money. The fund is designed to
patch up various stale budgets until a scheduled legis
lative session
In any type of emergency-funding board the key
word is priorities Who will gel the limited amount of
resume es? Who is the most needy? Ill this case, teacher
salaries finish third behind the Department of Human
Resources and Corrections Unfortunately, there is no
prize for third place
Lawmakers knew going into the 1*W1 legislative
session that the OSSI1L was hopelessly underfunded
But politics, and other perceived "legislative priori
ties" kept anything from being done Time ran out.
and colleges and universities had to make due with a
meager appropriation.
While Medicare and other so< tal programs are de
serving of extra funding, lawmakers are going to have
to make a i hoice on their "priorities. \\ hat < ould be
more important than allocating money in the future
leaders of the state7 While students would not direr lly
receive money from the $10 million request, they
would surely benefit from it (living professors a
much-needed and much-deserved raise would make
them more willing to star in Oregon, rather than look
ing for more lu< native pastures elsew here
It is odd tli.it Hartlett has ( nine under lire from his
own barkers. Some OSS! Ih hoard members and legisla
tors have critic ized him for asking for too little Sen.
l.urr\ Hill (I) Springfield) would prefer to see a $00
million request Such .m attitude is similar to a man,
dving of thirst, getting offered a sip from a i anteun and
turning it down because it's not mineral water ! rails*
latiou: get what you can before asking for more A $10
million request is 'reasonable" at this time; $00 mil
lion is not.
If the Kmergeni.v Hoard tin ns down the Bartlett
proposal there are two options left open for OSSHK
The lust is bringing the request up during the special
session lor worker’s compensation, or waiting for the
loot legislature Neither is very appealing: worker's
compensation will take up most of the spot ial session,
and teacher's are hardly going to wait until HI for
raises Once again, higher education has been sacri
ficed for "priorities."
