State needs to find

So far the most intriguing new pits e i amt) out of
(Ioldsc hmidt s Tuesday speech in fiend I here the
guv ernoi proposed a i (institutional amendment to ti
name his Head Stall program with proceeds from lot

I'he Head Start program is part of (Ioldsc hmidt s
well-known Hhildren's Agenda \oters liked his idea
of a spei nil emphasis on i hildren's programs after
all. it helped gel him elei ted in I'lMli hut so far, the
program lias been less than vvhal (iotdsc hmidt had an

When the lottery measure passed in 1118*4 one of
the hvl.iws was that 14 percent of proi eeiis would he

proposal would use 40 percent of that money, about
$20 million a vear. to greatly expand the program Of
the I >,000 i hlldren in the slate between the ages of t
and 4 only about t.OOt) are actually enrolled ill Head
Start
I he lotterv was originallv intended to i reate a pool
of economii resourt es. but sine e its inc eption it's been
mutated into something else l.otterv funds have been
used to financ e such things as interc ollegiate athletic s.
prison c onstruc tion. and now. children's programs
There is nothing wrong with using lotterv funds
foi soi ial programs but it is rmkv to base vour state
budget on a variable* source of income lust as home
owners wouldn't bank on winning the lotterv. the state
shouldn’t i leate a budget based on lottery proceeds
I lie obvious solution is to come up with nnnthet
revenue sourc e. sue h as a sales tax In the past, Oregon
voters have been adamant about rejecting tax meas
ures. hut the time is coming where there just won't be
enough money to fin.mi e state seiv h es
t'nless Oregonians want to sec massive i uts in so
• ial programs, they will have* to approve some sort of
new tax measure A new sourc e of revenue won t c lire
all of the slate's problems (sue h as si bool financ.e. cor
rei turns and high property taxes), but it vv ill be a start

I lie cost to renovate the buildings is
high, the committee lecomntended allocat

the repairs Alter that, voters will need to
approve a capital maintenance bond ol
somewhere in the neighborhood of $ l (l-S 1 >
million in l'l'l 1.
District residents are not going to tre.it
this year's property tax levy and next year's
maintenance bond too kindlv. In the past
they’ve turned down other levies, such as in
1 tIKti when they rejected a $17.7 million
( apital improvements measure.
Nobody likes taxes, but right now them
is no other alternative While the lawmakers
in Salem barnh about di lie rent school li

uuscule items, the state public school sys
tem continues to collapse. II district resi
dents want their children to get a quality ed
mation. and get it in sale and upgraded
buildings, they're unfortunately going to
have to pay tor it themselves.
Voters need to approve both the property
lax levy and the capital maintenance bond
it residents show they are doing something
to improve the state education system, may
be lawmakers yvill get their collective aits
together and do something as well
