UNIVERSITY OF OREGON
April 11, 1989
Open Letter to Members of the University Community:
We are writing to express our strong commitment to promot
ing diversity on our campus. University students deserve an
atmosphere conducive to learning, with free and open interchange
among all concerned, where lives can be enriched by interaction
with people of all races, ethnicities, and creeds.
The actions of a few who would poison this atmosphere with
intolerance cannot and will not be permitted. No student or
staff or faculty member should ever be subjected to
discrimination, and especially to harassment, based on race.
Racial discrimination, in particular racial harassment, violates
academic standards, the concept of collegiality, and the
inherent expectations of trust on a college campus.
People who do behave in this fashion should be aware that
their actions may bring them significant legal, as well as
professional, consequences. In particular, recent court
decisions have indicated that actions, including expressions
directed at minority members that disrupt the school
environment, can be subject to penalty.
In this connection, the University plans to have in place
by next fall guidelines relating to racial discrimination and
harassment, together with a consideration of possible
sanctions. The offices of the President and Provost will also
be working together to plan other actions that will promote
racial equality in the University community and will make clear
the University's firm commitment to a campus free of racism.
President
