Chancellor office move
examined by committee

A recently appointed State
Hoard of Higher Education com
mittee is researching the pros
and cons of relocating the state
system chancellor’s office.
The three-member committee
is considering locations in
Portland and Salem as well as
its present location in Eugene.
State board President James
Petersen said now is a par
ticularly good time to examine
the issue because of current
chancellor William “Bud”
Davis’ resignation, which is ef
fective June 30, 1988.
“Once you settle a chancellor
down, you don’t want to move
him," Petersen said. Petersen
has said the location of the
chancellor's office should be
reviewed every time a new
chancellor is selected, accor
ding to Wilma Foster, the state
board secretary.

The state board originally
stipulated the chancellor
should be in an academic en
vironment, according to
University Archivist Keith
Richard.
At that time “the University
was the only one that was a
comprehensive university,”
Richard said. In addition, the
state board wanted to protect
the office from Salem's political
influence, he added.
Between 1959 and 1982, the
issue has come up every
legislative session except two.
However, this is the first time a
committee has been appointed
to research possible relocation
sites.
Petersen released a statement
listing the advantages and
disadvantages of each site. The
statement said Eugene is advan
tageous because it is located on
a university campus, but it is an
hour away from the state
capital: Salem is closer to the
political action, but that might
politicize higher education; and
Portland is the state center of
commerce and trade.
“Higher education could
communicate better with state
government in Salem because it
is the hub of state government."
Petersen said. However, many
people fear higher education
would become politicized if the
chancellor’s office were to be
relocated in Salem, he added.
“The reality of it is that it is
somewhat politicized,’’
Petersen said.
"In Eugene we have it located
on a university campus,” which
a lot of people like, he added.
In 1933, the state board mov
ed the chancellor's office to
Eugene from the state capital in

Far above that, it is important
for the chancellor's office to be
on a campus," Foster said. "It
is not a cheerful thought to
uproot families and homes."
Moving the chancellor’s of
fice staff would be one of the
major costs of relocating, accor
ding to state board member John
Alltucker. The chancellor’s of
fice has a staff of 56 with an an
nual payroll of more than $2
million.
"The state system can’t afford
to move the chancellor around
because money in Oregon for
education is so limited in the
first place," Richard said.
The house the chancellor cur
rently resides in was a gift from
the Campbell Church to the
University, intended as a
residence for either the univer
sity president or the chancellor,
according to Richard.
If neither the president nor
the chancellor chooses to live
there, the house automatically
reverts back to its original
owners, who are descendants of
Prince Lucien Campbell, the
University’s fourth president,
Richard said.
