IFC elects summer board officers,
appoints funds to child-care center

The Incidental Fee Commit
tee on Tuesday elected officers
for its summer board.
Committee member Bob
Baldwin was elected
unanimously for the summer
chairman position. However, he
was elected only after dealing
with a technicality.
1PC rules state there must be a
quorum of seven members, the
entire committee, to elect of
ficials Committee member
laurie Clark was absent, and
the committee voted
unanimously to suspend that
rule and allow the voting with
only six members.
Baldwin has served as chair
man pro fern for the first two
meetings of the newly elected
I PC and is currently in his se
cond year on the committee.
He was elected to serve as last
summer’s chairman but was
removed when committee
members voted to reconsider
their voting on committee chair
man. vice chairman and the two
EMU Board representatives.
The committee decided to wait
until the ASUO Executive had
filled a vacant seat before
reconsidering.
The committee also
unanimously elected Sandra
Thompson as vice chairwoman
for the summer. Thompson is
beginning her first year on the
I PC
Baldwin and Thompson also
were unanimously elected to
represent the IFC on the sum
mer EMU Board.

The committee also
unanimously voted on two
budget line-item transfers for
the Amazon Child Care Center.
The IFC transferred $152.50 to
the child care's phone account
from the IPC surplus account
and transferred $659.44 in the
pmgram's payroll account.
There was some concern ex
pressed by committee members
about the amount left in the
surplus account. ASUO Finance
Coordinator Mike Sauerwein
assured the committee there
was still $4,000 in the account,
and that had to last about three
and-a-half weeks.
The new fiscal year begins Ju
ly 1. and the "roll over" from
the old budget to the new one
will replenish that account, he
said.
Baldwin said he expected the
next meeting to take place
sometime the first week of sum
mer term. At the meeting, the
committee will consider a re
quest by the EMU Computer
lounge for funds from the over
realized incidental fee account,
he said.
Money collected from student
incidental fees above what is ex
pected from projected enroll
ment figures goes into the over
realized account. This money
goes to fund more major pro
jects than the regular budget
can handle.
Time schedule to carry more information

The University Registrar is working on
changes in the "Time Schedule of Classes” that
could make registration smoother next fall.
Students can expect to see all of the same in
formation that currently is included in the time
schedule. Registrar Herb Chereck said.
But mure complete and organized informa
tion about prerequisites and extra fees will be ad
ded. he said.
The format of the time schedule is being
revised slightly so the course numbers will be
listed before the course names. Chereck said that
is part of the process of developing a master
catalog file that includes every course taught at
the University.
One purpose of such a file is to make sure
courses that stay the same keep the same titles
and numbers to avoid confusion. Chereck said
The most visible change in the time schedule
next year will be the listing of prerequisites
beside each course In the past. prerequisites have
been listed in footnotes below each department's
section in the time schedule or not listed at all.
The University's General Catalog, which lists
and describes all courses, does include prere
quisites. But University students do not receive
free catalogs. And many students rely on the time
schedule without referring to the catalog when
registering. Chereck said.
“Although everyone should use a catalog,
now students can see the prerequisites (in the
time schedule) without using the catalog." he
said.
Students often face problems because they
are unaware of prerequisites when they register
for courses.
“If students sign up for courses without the
appropriate background, they could just sink."
Chereck said. “The intent of prerequisites is to let
students know the background that is needed for
the course.”
Often, the people at registration tables are
unaware of the prerequisites, and even when they
do know about them they are unable to check if
the student has fulfilled the prerequisites.
With the changes in the time schedule, in
structors who register students still won't know if
students have fulfilled prerequisites. "It's still a
self-auditing,” Chereck said. “But it provides the
opportunity to help advise students and appraise
them of the background they need for courses. I
like to refer to it as an advising enhancement."
The time schedule also will list the specific
amount of extra fees for self-support courses and
physical education courses on the same line as
the course.
