U.S. tariffs
OISO, Japan (AF) — New
U.S. tariffs on some Japanese
products should not affect the
over-all relationship between
the two allies, American trade
representative Clayton Yeutter
said Monday.
He said imposition of the
duties last Saturday was not a
protectionist act and the U.S.
trade deficit will not be
eliminated by solving in
dividual issues, hut he urged
Japan to increase imports and
drop quotas on foreign goods
"as a matter of principle."
Yeutter said the new tariffs
imposed by the Reagan ad
ministration represent "a
relatively small blip ... on the
screen of economic relation
ships between the two coun
tries” and should not be permit
ted "to cloud the much more
important economic and
political relationship."
Arafat reunites
AIXIIKRS, Algeria (AP) —
PLO chairman Yasser Arafat,
reunited with two hard-line
guerrilla leaders after a four
year schism, opened the Palesti
nians' parliament-in-exile Mon
day with a defiant call for a
Palestininian homeland "with
Jerusalem as its capital."
Rival factions of the Palestine
Liberation Organization "now
all stand together, united until
the final liberation of
Palestine," Arafat declared.
The I’alestine National Coun
cil opened its 18th session in
the heavily guarded Club des
Pins conference center 15 miles
west of Algiers. It was a per
sonal triumph for Arafat
because the two largest factions
which had opposed him return
ed to the fold.
Clad in his familiar green bat
tle fatigues and black-and-white
checkered headdress with a
pistol strapped to his hip. he
was wildly cheered by all the
PLO’s previously squabbling
factions.
Letter criticizes
MOSCOW (AP) — A paper
has published a letter from a
former prisoner criticizing
Soviet labor camps and asking
that more information alxiut
them be released.
Western diplomats said it
may be the first letter published
in official mass media criticiz
ing the camps, about which
almost no official information is
available.

count helped pay a medical bill
of nearly $1,000 that his father,

Lemon Law gets juice
SALEM (AP) — Oregon's so
called lemon law needs a
“heavy hammer.” said sup
porters of a bill passed Monday
by the House to toughen regula
tions of faulty new vehicles.
The measure. HB2599, which
now goes to the Senate, pro
vides tougher penalties for
automobile manufacturers who
fail to arbitrate in good faith ac
cording to the state’s current
“lemon law,” said Rep. Peg
Jolin, D-Cottage Grove.
The new penalties would tri
ple the potential damages that
could 1m? awarded to consumers
on defective vehicles.
The present law, which was
approved in 1983. defines a
lemon as a new automobile that
has been in the repair shop for
more than 30 days in the first
12.000 miles.
