Concerns grow
BEIRUT, Lebanon (AP) —
Fears grew Tuesday for
Anglican Church envoy Terry
Waite, last seen eight days ago
when he left for secret talks
with Shiite Moslem kidnappers
to seek the release of hostages.
One report Tuesday said
Waite was still negotiating.
Another said he was placed
under house arrest by the
Moslems he went to bargain
with.
Archbishop Robert Runcie of
Canterbury said in London he
was “greatly concerned” about
Waite’s safety.
Waite arrived in the Lebanese
capital on Jan. 12. Since then.
11 more foreigners have been
abducted in Beirut. The latest, a
Saudi Arabian, was grabbed by
gunmen Monday night.
Accused spy released
MANAGUA, Nicaragua (AP)
— Sam Nesley Hall, a self
described freedom fighter and
brother of a U.S. congressman,
will be turned over to his
family’s lawyer and will leave
Nicaragua Wednesday, a
government official said.
Javier Chamorro Mora, a
deputy foreign minister, told a
news conference that Hall has
been “excused of criminal
responsibility” because of the
state of his mental health.
Hall, 49, was arrested Dec. 12
at Punta Huete air base, 13
miles northeast of Managua,
with maps and sketches of the
airfield, crudely drawn on hotel
stationery, stuffed in his socks,
the Sandinistas said at the time.
The Nicaraguan government ac
cused him of spying.
Brother arrested
BONN, West Germany (AP)
— Police have arrested a brother
of the jailed Lebanese man ac
cused in the 1985 TWA hijack
ing, security sources said
Tuesday.
They said Ali Abbas Hamadi,
brother of imprisoned Moham
med Ali Hamadi, 22, was taken
into custody at Frankfurt airport
Monday night because in
vestigators think he may have
been involved in this month’s
kidnapping of two West Ger
mans in Lebanon.
"We suspect he was either in
volved or knows something
about the kidnappings,” one
source, speaking on condition
he was not identified, told The
Associated Press.

Air raids continue

resumed air raids on Iranian

appealed for an immediate truce

Reagan regrets effort
WASHINGTON (AP) — Presi
dent Reagan said Tuesday night
that his failed effort to reach out
to Iran and win the release of
American hostages in Lebanon
was his “one major regret” but
he called on the nation not to be
“obsessed with failure.”
He said it was not wrong to
try to establish contact with a
nation of strategic importance
and “certainly it was not wrong
to try to secure freedom for our
citizens held in barbaric captivi
ty. But we did not achieve what
we wished, and serious
mistakes were made in trying to
do so.”
Reagan said his administra
tion had made progress on
many fronts but “1 have one ma
jor regret.
“I took a risk with regard to
our action in Iran. It did not
work and for that I assume full
responsibility,” Reagan said.
Democrats respond
WASHINGTON (AP) -
Democratic leaders answered
President Reagan's State of the 1
Union address with a pledge of
cooperation, but they warned
him to clean up the Iran scandal
and move toward compromise
on domestic programs.
“The last two years of the
Reagan presidency need not Ik?
a period of discord. A weakened
president serves no one."
Senate Majority Leader Robert
Byrd, D-YV.Va., said in the
Democrats' formal response to
the address.
But Reagan must take steps to
restore his and the nation’s
credibility, Byrd said.
“The administration has the
obligation to tell 'We the
American People* exactly what
led to the arms-for-hostage deal
— and what happened to ac
countability in the White
House," said Byrd, using the
"We the People” theme of the
president's address.

and salary increases last year
averaged 3.5 percent, down
from 4.4 percent in 1985, as
more employers heaped year
end bonuses on their workers in
lieu of larger pay raises, the
government reported Tuesday.

Dump delayed
WASHINGTON (AP) — Sen.
Phil Gramm said Tuesday the
Department of Energy will
delay the targeted completion
date for the nation's first high
level nuclear dump for five
/ears to give itself and Congress
i chance to re-evaluate the

program.
"I have learned that the
Department of Energy (today)
will issue an amended mission
plan in response to concerns
raised by me and others about
the nuclear waste repository
siting.” said Gramm, R-Texas.
The action would move the
government's projected com
pletion date of the waste
repository from 1008 to 2003
and could moan a delay of the
entire nuclear waste repository
program for up to five years.
