State Board names Moseley
vice president for research

|ohn Moseley was named University vice
president for research Friday by the State Board of
Higher Education. The appointment is effective
immediately.
“I am delighted that the final choice was
John Moseley, who has already done outstanding
ly well in the position of acting vice president,"
said University President Paul Olum.
Moseley, who has served temporarily in the
post since last summer when former vice presi

dent Richard Hersh resigned, will lie in charge of
(he development of research at the University.
Support for University research currently exceeds
$31 million annually.
"The opportunity to work with the outstan
ding research faculty at the University of Oregon
is extremely attractive to me." Moseley said.
"The atmosphere for research here. . .is perhaps
the beat' in the country.!*
Moseley is a key representative in the
development of the Riverfront Research Park and
heads planning for a $45 million project to con
struct new science buildings.
Moseley joined the University faculty In 1979
as an associate professor for physics and became
head of the department in f984. Between 1991)
and 1084, Moseley served as the first director of
the University’s. Chemical Physics Institute
Moiseiev has published in more than 7U profes
sional publications.
The Georgia Institute of Technology awarded
Moseley a master's degree in 199Hand a doctoral
degree in 1969. lie graduated first in his class
from the school in 1994
From 1994 to 1999, Moseley was a National
Science Foundation Fellow at Georgia Tech In
1999. he was appointed assistant professor of
physics at the-University or West Florida

Group will add a staff person
if students approve increase

The nation’s first public interest research
group formed at the University 15 years ago.
And while the size and influence of the group
has increased, funding has not.
The Oregon Student Public Interest
Research Group is a statewide, student-run
organization concerned with protecting con
sumers and the environment.
Because of inflation, the local chapter is
asking students to increase funding 100 per
cent to $2 per student per term, said Maureen
Kirk, local OSPIRG chairwoman.
Student petitioners gathered 4.203
signatures by April It to place its funding re
quest. Ballot Measure 3, on the general elec
tions ballot. If the measure is approved in this
week’s ASUO election, the group will receive
$88,650 based on estimated enrollment figures
for next year.
If defeated. OSPIRG can receive funding
with the Incidental Fee Committee's approval
of an alternative budget request.
Kirk said an additional staff person will be
hired with the increased funding. The remain
ing funds will compensate for inflation and of
fset the low wages paid to the present staff per

. OSPIRC is the largest citizen organization
in Oregon with 40.000 student members and
30,000 community memlxjrs. The group's re
quest comes at a time when other state OSPIRC
chapters are suffering cutbacks
Rrik Nilsson, the state board vice chair
man. said funding of other chapters is being
cut back because OSPIRC is perceived by some
as a political organizuton.
In addition to the University chapter.
OSPIRC chapters are located at U»wis and
Clark College, Oregon State University and
Portland State University. Another chapter is
being organized at Southern Oregon Stale
College.
Only the Lewis and Clark chapter secured
a funding increase for the 1980-87 school year
Each student will contribute $1 per term to
total about $4,200.
PSU’s chapter lost funding. The $18.(MM)
allocated to the chapter is $0,000 less than
what it received in funding this year.
OSU and SOSC have yet to receive fun
ding for the upcoming year.
With the added funding, the University
chapter of OSPIRC will lx- expanded to a
regional office. Kirk said.
