Teacher warranty program
not needed here, dean says

Although the Oregon State University
Western Oregon State College joint School of
Education recently won a national award for its
teacher warranty program, the University College
of Education dean said there are no plans to
develop a similar program in Eugene.
The OSU-WOSC education school's warranty
program, which began in me fail of i9S4, shows a
continuing commitment to graduates of the
schools, said forrest Cathercoal, assistant dean of
the OSU-WOSC education school
Under the new program, any first-year
teacher with a degree from the OSU-WOSC
education school who is judged to be unsatisfac
tory by an Oregon school principle or ad
ministrator will be eligible for extra training.
Cathercoal said. Teachers can be given extra help
in a variety of ways, from conferences with OSU
WOSC,’ faculty to returning to one of the campuses
for additonal classes, he said.
The American Association of State Colleges
and Universities recently gave the OSU-WOSC
program one of 17 national awards. Dean Robert
Barr accepted the award in Philadelphia last
weekend.
Cathercoal said the teacher warranty pro
gram is especially beneficial for smaller school
districts that do not have the ability to give strug
gling first-year teachers more training. Principals
have been very open to the program and seem to
like the idea that the OSU-WOSC education
school stands so strongly behind its graduates.
Cathercoal said.

(■athorcoal said. "It's like having a groat auto
mechanic. You know that If you have a mechanic
you can trust, you can always bring the car back If
it doesn’t work."
Although the OSU-WQSC program has been
well-received, University College of Education
Dean Robert Gilberts said graduates of his depart
ment do not need guarantees. Members of the
College of Education considered implementing a
warranty program two years before OSU-WOSC
began guaranteeing its graduates, but decided the
basic concept was not sound, he said.
"We have very competent folks and a good
training program," Gilberts said. "You go out
there and you sink or you swim."
It would be impossible for College of Educa
tion faculty to provide struggling first-year
teachers with the kind of help they would need to
actually improve their performance. Gilberts
said.
Tho University "doesn’t guarantee business
majors, or law students." and there is no reason it
should ensure education majors, he said.
But Gathercoal said both students and faculty
enthusiastically support the program. In fact, one
of two students who returned to QSIJ for extra
classes after a year of teaching believes the war
ranty program will greaily help her. Gathercoal
said.
Since the OSU-WOSC program began.
Gathercoal said similar, programs have been
developed at Eastern Washington.University and
Purdue University. ■
Article explains forest law
The first definitive publication on the law of
national forest management is being produced bv
the Oregon Law Review at the University School
of Law. •
The special issue. ‘ Land apd Resource Plan
ning in the National Forests," is written; by
Charles Wilkinson, a Unfversity law professor
who is a nationally recognized expert on public
jand law, and by Mike Anderson,'a forest plapn-'
ing specialist for The Wilderness Society. •
Its release in September will coincide with
the U.S. Forest Service’s unveiling of draft plans
that will guide national forest management for
decades, said Don Corson, law review editor.
Long-range plans for the.use of 190 million
acres of public lands are required by the National
Forest Management Act,’* he said. "This new
publication by Wilkinson and Anderson explains
the legal framework so the public and forest viser
groups can understand and participate effectively
in this planning process."
The issue covers the law governing national
forest timber, rangelands, 'water, minerals,
wildlife, recreation and wilderness. Nearly 400 \
.pages integrate statutes, court decisions,
legislative history, administrative materials, legal .
commentary', and interview
Corson said the issue is a '‘rare combination ‘
. of. legal scholarship and. readability, it . has
rigorous,,.in-depth coverage for the national forest ,
law specialist, yet its cleat style makes it in
teresting reading for the non-lawyer as well as the
general legal practitioner.'.’

Standford University" in 1966c has written and . .
lectured extensively on Western resource law and
policy... '
Anderson, his co-author. Works in the
resource planning and economics department of
The Wilderness Society, a national environmen
tal organization, lie received his law degree from
the University in 1984. specializing in en
vironmental and natural resources law.
