the bombing of the U.S. Marine
barracks in Lebanon killed 241
American servicemen.

attack last Oct. 23 which caused
the highest death toll of U.S.
servicemen from a single inci
dent since World War II.
About 500 people, including
Barbara Bush, wife of Vice-Pres.
George Bush, attended the
ceremony sponsored by No
Greater Love, a non-profit
organization founded 13 years
ago to help the families of
American prisoners of war in
Vietnam.
The program was highlighted
by the dedication of a tree, a
14-foot-high Cedar of Lebanon,
which had been planted last
May in a section of the cemetery
where a number of the Beirut
dead are buried. The section sits
near the front of the cemetery,
surrounded on all sides by
thousands of white marble
tombstones.
As the ceremony ended,
dozens of children dressed in
costumes of peoples around the
world, passed by the tree with
roses symbolizing their hope for
unity and an end to terrorism.
Duncan disputes
radio campaign
SALEM — State School
Superintendent Verne Duncan
is disputing radio adver
tisements used by supporters of
a property tax limit measure
that will be on the Nov. 6 ballot.
Duncan characterized as
misleading ads sponsored by
the Oregon Taxpayers Union
that say that nearly half of all
education dollars go for ad
ministrative costs, not for
teachers.
“The truth is that ad
ministrative costs account for
only 10 percent of school
budgets, a figure well below ad
ministrative costs of other ser
vices and businesses,” Duncan
said Monday.
The state superintendent,
who staunchly opposes the pro
perty tax limit, also said that “it
would be in the best interest of
the public if these ads were
never heard.”

The ballot measure would
limit taxes to 14 percent of pro
perty value and save most
homeowners hundreds of
dollars a year by cutting taxes
by 40 percent or more in many

Employers may
face lawsuits
SALEM — In a ruling poten
tially affecting every employer
in the state, the Oregon
Supreme Court on Tuesday
gave victims of sexual harass
ment in the workplace broader
rights to sue for damages.
For the first time, the court
ruled that a worker who is fired"
for resisting a supervisor's sex
ual advances has a common-law
right to, sue for punitive,
damages.
The court’s unanimous ruling
said employees have that right" .
in addition to the right to file
claims for. reinstatement and'
back pay with the state Bureau
of Labor and Industries.
A spokeswoman for the
Oregon chapter of the National
Organization for Women on
Tuesday .hailed the ruling as a .
“major breakthrough”.that will
“embolden” woman to take ac- .
