    Reagan policies flunk
out at commencements

Pres. Ronald Reagan's military policies
came under attack at commencement ex
ercises Sunday as U.S. Rep. Thomas
O'Neill called for a "truce to terror" in
Central America and a Nobel Prize
winning historian pleaded for "revival of
the art of diplomacy."
"It is time to try to reverse the violent
trend of the last three years," O'Neill, a
Massachusetts Democrat, said at the
Stonehill College commencement in
North Easton, Mass. "It is time to heed
John Kennedy's words and call for a 'truce
to terror.'"
O'Neill, the House speaker, suggested
that the United States become a "suppor
ting actor," and "wholeheartedly and
vigorously" support peace talks between
El Salvadoran President-elect Jose
Napolean Duarte and the country's
insurgents.
At the State University of New York at
Albany, historian Arthur Schlesinger
focused his speech to about 2,770
graduates on the nuclear arms race and
Reagan's "trigger-happy" foreign policy.
The Reagan administration "reaches in
stinctively for the gun," Schlesinger said,
citing the recent conflicts in Lebanon,
Grenada and Central America. It is time
"for the revival of the art of diplomacy, for
consultation with our allies, for the end of
bluster, brag and bullying as our mode of
dealing with the rest of the world,” he
said.
A University of Pennsylvania professor
speaking at baccalaureate services Sunday
said the Soviet Union would convey a
frightening message against human rights,
arms control and world peace if it allows
dissident Andrei Sakharov to die.
