Spokesmen for the 48-nation Commonwealth declined to give details of proposals being drawn up by the organization's'secretary general, Sir Shridath Ramphal. Asked about a Commonwealth force during a telephone call-in program on the British Broad casting Corp., Thatcher said, “This is being talked about. But I think it's important that all pockets of resistance are cleared up by the United States before any Com monwealth force goes in." Accounts printed in the Sunday Times, Sunday Telegraph and Observer newspapers indicated Ramphal hoped to gain troop con tributions from Canada, Australia, several Caribbean members of the Commonwealth and possibly Britain. Thatcher said her government would be "sympathetic" to calls for assistance in returning Grenada to democratic rule. "After all we did set up a democracy in Grenada in 1974," she said, referring to the year the small Caribbean Island gained its independence from Britain. "I would be prepared to give help to Grenada again." Killer quake hits Turkey ISTANBUL, Turkey — A major earthquake struck eastern Turkey early Sunday and officials said at least 509 people were killed. Newspapers said 50 villages were leveled, and the death toll was ex pected to climb. About three hours earlier a quake rolled through the Hindu Kush mountain range, 1,400 miles to the east on the border between Afghanistan and Pakistan, shaking Islamabad and reaching as far as India's Kashmir state. There were no immediate reports of casualties or damage. More than 12 hours later, a strong quake shook southwestern Japan, but no casualties were reported. The devastating quake struck Turkey at 7:12 a m. (11:12 p.m. EST Saturday) and was felt in moun tainous provinces bordering Iran, Syria and Iraq. Nightfall and intermittent snowfall in several areas hampered rescue efforts. A local army corps mobilized all its soldiers to help the survivors and clear debris in communities reached earlier in the day. Dropping temperatures threatn ed thousands of homeless sur vivors in remote towns, local of ficials said. Temperatures of 35 degrees Fahrenheit were expected. Authorities said the quake was believed to be centered in Er zurum and Kars provinces, where most of the damage was done, but it also shook the provinces of Bitlis, Mus, Dyarbakir, Bingol, Van and Malatya, according to the martial law command of the eastern region. 'Miss Lillian' dies at 85 AMERICUS — Lillian Carter, the opinionated and outspoken mother of former President Jimmy Carter, died Sunday at age 85. Carter had been at Americus Sumter County Hospital for about a week. The former president and his wife, Rosalynn, had been at the hospital for the day. It was the second death in the family in just over a month. Evangelist Ruth Carter Stapleton, Jimmy Carter's sister, died Sept. 26 at age 54 after a months-long struggle with pancreatic cancer. "Miss Lillian," as her neighbors in Plains, Ga., called her, lived on the fringes of politics for most of her life, but was rarely shy about expressing her opinions. In 1980, Carter created headlines by saying that if she had $1 million, she would hire a “hit man" to kill Iran's Ayatollah Khomeini. And in a September 1981 inter view, she accused Nancy Reagan of ruining the White House with her “Hollywood kind of taste.” In 1966, after seeing an adver tisement for the Peace Corps which promised "age is no bar rier," Carter signed up as a volunteer.
