Photo by Ken Kromer Area groups meet over parking plan By Michele Matassa Of the Emerald Angry members of three West University organizations met with Eugene parking staff Thursday night to voice concerns about the con troversial West University Neighborhood parking plan. The "advisory" meeting, designed to develop solutions to the groups' concerns, followed three nights of individual meetings between the city staff and each group: University students. Sacred Heart Hopital employees and Bureau of Land Management employees. The city staff scheduled the meetings after the City Council, on Oct. 10, delayed decision on an appeal of the parking plan until more input was gathered. The Council will reconsider the plan Nov. 9. If the Council approves the plan, enforcement will begin Dec. 1. Parking in the neighborhood bound by 18th Avenue, Oak Street, Hilyard Street and Broadway would be limited to two hours for drivers without a special permit. The permit costs $17.50 for non-residents and is free for residents. That fee is one concern raised by the employees and University representatives at Thursday's meeting. They spent more than half of the meeting rehashing complaints and scolding the city staff for not including them in the initial planning phase of the project. But the groups did raise some possible solutions and staff members assured them that the suggestions will be considered. The group decided to meet Wednesday and react to staff work on those suggestions, most of which required cooperation from ad ministrators at the three organizations. But cooperation with University administration on these solutions isn't easy to achieve, said Barbara McCarthy, ASUO director of Universi ty affairs. "The administration has yet to say they'll change things." Traffic Engineer Jim Hanks felt a little more optimistic. "They realize they're going to be faced with a problem in December if they don't do something about it," he said.
