    $100,000 in federal grant money
gets some interest, city approval
By Paul Ertelt
Of the tmerald
The Eugene City Council
unanimously approved a proposal
Monday to spend $100,000 of
federal "jobs bill" money on park
rehabilftation projects.
The money will be used to
rehabilitate the River House on
Adams street and the Owens
House in the Eugene Rose Garden
and to upgrade drainage systems
in several parks, creating six job
slots for six to eight months.
G. V. Stathakis testified against
the projects, saying they were not
directed to the city's needy and
were not aimed at relieving urban
blight.
Stathakis pleaded with the
council to "get in touch with
some of the needs of the less for
tunate in this community," and
called its decision a "disgrace"
and a "slap in the face to the city's
poor."
The funds, part of a $700,000
grant from the Department of
Housing and Urban Develop
ment, were when a road surfacing
project on Roosevelt Boulevard
cost less than the estimate.
That project came under fire last
summer for failing to create many
jobs. Federal criteria for the use of
the funds stipulated the projects
be labor intensive, but $300,000 of
that money went to materials and
only four jobs were created.
Council member )ohn Ball said
the council should have spent
more time considering other
possibilities, but said the council
had done a pretty good job.
"We made a substantial im
provement that needs to be
recognized," says Ball. "Last time
we made tour jobs with $600,000,
this time we made six with only a
$100,000."
The Community Development
Committee and Eugene Private In
dustry Council endorsed the park
projects because they said they
would fulfill federal requirements
and create job opportunities.
