    Congressional task force
urges pay raise for teachers
WASHINGTON (AP) — Immediate steps must be taken to
raise the salaries of all teachers rather than concentrate only
on rewarding some with merit pay, a congressional task force
said Tuesday.
The 21-member bipartisan panel said merit pay, a major
feature of Pres. Reagan's education proposals, is worth ex
perimenting with but alone is not a solution for the ills beset
ting the American schools.
"School districts and states piust raise the basic pay of
teachers,” the task force said in its primary recommendation.
"Without this, other steps will have limited impact.”
Secondly, it said, "the pay of starting teachers must
receive immediate attention. Higher pay for beginning
teachers should be accompanied by higher, state-imposed
standards for those entering the profession."
The task force also recommended setting up a $50 million
federal program of scholarships as an incentive for gifted high
school students to enter the teaching profession.
