Forging new paths... with art
Jack Emerson, a fifth-year architecture student, deals the final blows to an airbrush mural
on the stairway leading to the University Outdoor Program's main offices.
The idea behind the painting is to make the program's entrance more noticeable and en
ticing to students. The doorway sits next to the EMU loading dock, near the visitors parking
lot just off of University Street.
No problem.
The painting was created by airbrushing over stencils to form jagged peaks and softly
rounded clouds that lead to a kayaker and skier. It has taken Emerson about 120 hours over
the past two years to complete the project, because, as he says, you can only paint the snow
capped peaks when the sun is shining.

Park booze decision on tap

If your Indian summer
daydreams include sunbathing in
Alton Baker Park with a blanket
and a six-pack of beer, you're in
for a rude awakening.
Alcohol is now prohibited at the
county park because the city
recently annexed the property.
The prohibition could be revers
ed, however, if the Eugene City
Council adopts a code amend
ment at its Oct. 26 meeting.
Because the park is owned and
run by the county instead of the
city, it is defined as a "public open
space" within the city. And the
Eugene Code — while allowing
consumption of alcohol in city
parks — prohibits it in open
public spaces.
The status of Alton Baker Park,
located a mile west of Autzen
stadium, changed in May when
the city annexed what was then an
"island" of county land within the
city of Eugene, says Ernest
Drapela, Eugene director ot parks.
This island included Autzen
stadium, Alton Baker Park and
some adjacent property, Drapela
says.
Lane County has no rules
limiting alcohol consumption in
county parks and Alton Baker has
long been a favorite watering hole
for University students.

says.
"No, (alcohol) is not permitted.
It's a real unfortunate
misunderstanding," he says.
The annexation also means the
Eugene Police Department may
now patrol the entire park. Before,
city police only could patrol the
park's parking lots, says Bill
Spreicher, an officer with the
Eugene Crime Prevention Unit.
"It was a real problem because
people knew they could just go up
on the grass and thumb their nose
at us and get real rowdy,"
Spreicher says.
He says a "blanket policy" in the
police department now treats
Alton Baker Park like any other
park within the city.
"If they are in a designated area
and they are not minors, there is
no problem," he says of beer and
wine drinkers.
When contacted Thursday, he
was unaware the park is officially
a "public open space," thus
disallowing consumption of
alcohol.
Eugene police watch com
mander, Sgt. Randy Wight, said
"the official position is there is no
hlcohol allowed and we will en
force that ordinance. Unofficially,
because there is that gray area for
the public, some alcohol con
sumption has been allowed in the
picnic areas."
To create a more uniform park
policy, Lane County commis
sioners voted July 13 to apply all
Eugene city park rules to Alton
Baker Park.
"When we tried to apply park
rules we found we had no authori
ty to pass rules on county proper
ty even though (the county) had
agreed," Drapela says.
If the Eugene City Council votes
to ammend the code to include
county-owned parks within city
limits in its park policy, alcohol
may again be allowed in Alton
Baker Park.
"I wouldn't recommend that
anyone consume alcohol in Alton
Baker Park until October 26. My
assumption is there will be per
mitted areas within the improved
area of the park," Drapela says.
