There was a brief suspension of the heavy shelling in the mountains outside Beirut during Shultz's brief visit there earlier in the day, but the bombardments resumed after he left. "Those countries that are occupying Lebanese soil have the responsibility to control any fire from areas they occupy,” Shultz said at the Beirut airport. While in Paris, Shultz will attend a ministerial meeting of the 24-nation Organiza tion for Economic Cooperation and Develop ment and meet with Pres. Francois Mitterrand. Shultz ended his strenuous Middle East tour by briefing Lebanese and Israeli officials on Syria’s strong objections to the tentative agreement on troop withdrawals from Lebanon. A senior U.S. official told reporters during the flight to Paris that Shultz’s statement about the fighting in Lebanon was an admonition for Syria and Israel to stop the violence. Also during the flight to Paris an official gave more details of the Israeli-Lebanese troop withdrawal agreement that Shultz helped forge. The official, who insisted on anonymity, said the Israelis would have the right to have eight joint patrols with Lebanese soldiers daily in a security zone in southern Lebanon, operating from two centers. He said it was not certain if Israelis would be stationed at the centers. The official said Israel also would have the right to maintain a liaison office in Lebanon, at a site yet to be decided. Lebanon would have a similar right in Israel. He said that the United States and Israel have a “verbal understanding" about the future role of Israeli-backed Lebanese militia leader Maj. Saad Haddad. The United States, Lebanon and Israel would form a liaison committee to supervise implementation of the withdrawal agreement and it would decide such things as where each country’s liaison office may be located, accor ding to the official. He said the United States has separate let ters of understanding with Israel and with Lebanon. The one between Israel and the United States makes clear that the United States “understands Israel isn’t going to leave until the Syrians do and until Israeli prisoners and bodies are returned,” he added. Earlier Sunday, Shultz promised that the United States will do "everything we can” to ensure Syrian objections don’t derail the ten tative agreement. Afghanistan kicks out U.S. diplomat NEW DELHI, India (AP) — Afghanistan’s Moscow backed government on Sun day ordered a U.S. diplomat to leave the country within 48 hours, claiming he “engaged in the sex and pornography business.” Radio Kabul said in a newscast monitored in New Delhi that the diplomat, Peter Graham, had violated diplomatic regulations and Islamic and Afghan traditions LIVE, LOVE and QUACK!
