Senate votes on ROTC

The University Senate over
whelmingly approved a motion
Wednesday to eliminate the
campus ROTC program if it re
mains in contradiction with
University affirmative action
guidelines.
The resolution, presented
by Philosophy Prof. Cheyney
Ryan states, "If the military
Science Department cannot
comply with University of
Oregon policies on equal op
portunity by June 1984, it is
resolved that the Military
Science Department be
terminated.”
Although the Senate serves
a purely advisory role, the 22-6
vote sends a message of sup
port for the measure to the
University Assembly, which
meets Wednesday.
Senate members supported
Ryan’s assertion that the
Military Science Department
discriminates against
homosexuals.
This policy violates Univer
sity equal opportunity
guidelines by not awarding
ROTC scholarships to gay
students, by not admitting
them into the upper-division
program and by not allowing
the appointment of gay faculty
members.
Col. Steven Wolfgram, head
r
of the University ROTC pro
gram, said Ryan had "pretty
well enunciated” the army’s
policy toward homosexuals.
‘‘Homosexuals are not
allowed to serve in the armed
forces.” he said. "Where it (the
law) came from I haven’t got
the vaguest idea."
Wolfgram said he could en
vision a situation where admit
ting homosexuals into the
armed forces could affect
combat efficiency. One
homosexual may not cope
well within a platoon of
heterosexuals, he said.
“Would that platoon treat
that one individual with the
same fairness that they would
treat everyone else* No, he
might be treated considerably
different," Wolfgram said.
Ryan estimated 2,000 to
3,000 gay people a year are
thrown out of the military. Op
position to the practice, both
in court and on other cam
puses, is mounting, he said.
"It seems to me we have a
chance now to join that op
position,” he said.
Senate members did not
question Ryan’s assertion that
the ROTC is discriminatory.
Instead, a few faculty
members moved to table the
motion until pending court
cases are resolved. Led by
Economics Prof. Robert
Smith, they felt Ryan's motion
could be moot by fall term.
"It might well be that the
decision is going to be made
by the federal district court,”
Smith said.
The senate defeated
Smith's motion 26-8.
The decision reflects a
reversal of senate feeling on
the issue last month, when it
soundly defeated Biology
Prof. Bayard McConnaughey's
resolution to terminate ROTC.
Whereas Ryan's motion
centered on the legal aspect
of University policy, McCon
naughey’s motion was made
on more moralistic, anti-war
grounds. This difference was
decisive, Ryan said.
“The reason they acted so
convincingly today is because
they were voting on a question
of equal opportunity," he said.
Although it is only an ad
visory vote, the senate action
still has impact on the
assembly’s final decision,
Ryan said.
With the large packet of
RQTC material he gave senate
members, Ryan said the
senate made Wednesday’s
decision with more informa
tion than assembly or senate
members had previously.
Talk addresses
aspects of city

umbia University professor of
architecture history, will give a
slide-illustrated lecture titled
“The City: Place, Form and
Regional Culture” Friday at 8
p.m. in Room 123 Science.
The third and last of the lec
ture series will take place May
12 at 8 p.m. in Room 177
Lawrence and is titled
“Reading the Fragment: The
Post Historial City from
Schinkel to Rossi."
Anthony Vidler, a Princeton
University professor of ar
chitectural theory, will give the
lecture and will analyze
selected urban proposals of
19th and 20th century
architects.
State accused of pay bias
SALEM (AP) — State
government may be one of
the worst offenders when it
comes to unequal pay for
men and women, a state
senator says.
L.B. Day (R-Salem) made
the comment Wednesday
as the Oregon House Labor
Committee began hearings
on a “comparable worth"
bill to promote equal pay
among men and women
who work for the state.
Some opponents of the
bill say it's not needed
because state government
has been working to make
its pay scales more
equitable.
But Day called those
arguments ‘'nonsense"'and
said the state needs to
catch up with private
employers in the area of
pay equity and promotions
for men and women.
“I think the state is pro
bably the worst employer I
know as its treatment
toward women and its pro
motion of them," Day told
the House panel.
The bill, which already
has won the Senate’s ap
proval, would create a task
force to draft proposed new
state government pay
schales based on com
parable values of work.
