government consists of a
"king and seven princes” —
the ASUO president and In
cidental Fee Committee
members, Contreras says.
The president administers
programs and sets policy, and
the committee recommends
budgets for ASUO-funded pro
grams that the University
president usually approves.
Student government is
generally effective, Contreras
says. But student involvement
and representation in the
decision-making process
could be structured different
ly, he says.
"I don’t think the existence
of a student government per
se is that important,” Con
treras says.
Student government is more
important to the adminstration
than the students because it
serves as a channel to deter
mine student opinion, he says.
"In theory, much of what it
does could be done by other
groups," Contreras says.
The comptrollers’ job could
be delegated to the EMU, and
student lobbying could be
handled by the Oregon Stu
dent Lobby, he says.
‘‘But it takes a lot of input
away from students to do it
that way,” Contreras says.“I
don’t think any administration
would want to do what the IFC
does."
Students can’t understand
the amount of work and com
plexity involved with being a
committee member unless
they attend several IFC
meetings, Contreras says.
But the IFC could improve
by hiring a program liaison, he
says. With the increasing
number of funded programs,
committee members are
unable to spend adequate
time to understand their
assigned program budgets,
Contreras says.
IFC Chairer Betzy Fry
agrees the "tag” or liaison
system has broken down
somewhat. But IFC members
need to keep in contact with
programs because they need
to learn about programs, she
says.
A program liaison staff per
son could relieve some of the
liaison workload, but not all of
it, Fry says.
Candidates to talk today
The ASUO is sponsoring a
forum today for candidates
running for Incidental Fee
Committee, Student Universi
ty Affairs Board and Oregon
Student Public Interest
Research Group board
positions.
The forum begins at 6:30
p.m. in EMU Room 167. Can
didates will not debate each
other but will give short
speeches.
In other election news, Paul
Rudinsky, ASUO executive
vice president who is in
charge of the elections, said
David Donald was listed incor
rectly as an EMU Board can
didate. Donald is running for
the "at-large” seat on the
Oregon Daily Emerald board of
directors.
Karen Jones, an undeclared
freshman, is running for the
President’s Advisory Council,
he added,
