Conservatives demand Reagan attack
existing civil rights, affirmative action
WASHINGTON (AP) — The Heritage Foun
dation, an influential New Right group, is
recommending the Reagan administration shift its
top legal priority from crime control to civil rights
and attack hundreds of affirmative action
agreements designed to remedy discrimination
"Crime, immigration, regulation and an over
burdened court system are all among the priori
ties for legal policy reforms in the coming year,"
the conservative think tank says "However, none
of these issues is as important as averting a
long-term problem in the critical area of civil
rights. The top priority for legal policy in the
Reagan administration is to establish a new
definition of discrimination.”
The conclusions are contained in "Agenda
83," a book to be published Friday It contains
the foundation's blueprint for the administration's
next two years Two years ago, the foundation's
3,000-page "Mandate For Leadership" laid out
conservative goals for the new administration,
many of which were adopted
The book contains essays on civil rights,
crime, immigration and Justice Department per
sonnel and actually were written by Reagan
administration officials and edited by foundation
vice president Richard Holwill. "Because the
authors hold sensitive positions in the govern
ment, they cannot be named," the book says.
The foundation says affirmative action "im
poses an unjust burden on the innocent students,
workers, and firms, who, through no fault of their
own, must now suffer" and "has the effect of
creating additional resentment and a continua
tion of the bitterness that these polices set out to
eliminate
Thatcher says she’s a ‘true disarmed

said Sunday she will make sure

despite growing public opposi
tion.
In a live television interview
one week after her triumphant
tour of the Falkland Islands re
claimed from Argentina,
Thatcher said the missiles are
vital to counter a Soviet buildup
"These are not extra
missiles," Thatcher declared in
the hourlong interview with the
Independent Television
Network s Weekend World"
program As they go in, one for
one, older ones will be taken
down.
"So they're not increasing the
number of nuclear weapons at
all," she said. "They're substi
tuting a modern weapon for an
older one We needn't deploy
any if the Soviets can be per
suaded to negotiate and take
their SS-20s down ”

“I don’t understand the unila
teralists," Thatcher said, refer
ring to peace activists who want
the West to make the first move
in reducing nuclear weapons.
"I am the true disarmer,” she
said. "I keep peace and
freedom and justice."
"One-sided weakness (by the
West) makes war more likely,"

nuclear deterrent has been
so powerful because these
weapons are so awful it has kept
the peace for 27 years
Radiocarbon dating on fragment
shows early Oregon inhabitants
GRANTS PASS (AP) — Archeologists have used radiocarbon
dating to prove that western Oregon was inhabited at least a
thousand years before the Great Pyramid was built in Egypt
Washington State University scientists have radiocarbon-dat
ed a charcoal fragment found last July at an archeological dig on
the Rogue River, 53 miles downstream from Grants Pass. They say
the fragment is 6,485 years old. give or take 80 years.
"It's the oldest radiocarbon date I know of in western Oregon,"
said Lyman Deich, Bureau of Land Management archeologist for
the Medford district.
“This is a very important find, giving very good confirmation to
what we've long suspected," he added
What archeologists suspected, and the charcoal fragment
confirms, is that western Oregon has been inhabited much longer
than proven before
