SEATTLE (AP) - A surprise
check of a system set up to
provide information about
emergencies at Oregon's
Trojan Nuclear Plant resulted in
a wrong number, a series of
unanswered phones and a few
connections
The nuclear plant, operated
by Portland General Electric, is
located across the Columbia
River from Longview and Kelso
The information system goes
into effect with an emergency
drill Thursday, but The Seattle

Ronald Reagan will announce
his long-awaited recommenda
tion on i basing method for the
MX missile Monday, just before
a major televised speech on
arms control, a White House
official said Thursday
The president is likely to call
on Congress to adopt the Air
Force plan for closely spaced
missile silos, a plan called
dense pack’ at the Pentagon,
the official said
The arms control speech will
propose that the Soviet Union
improve its system of notifying
the United States of planned
missile tests, to avert the kind of
dispute that broke out earlier in
the year over multiple missile
firings, according to adminis
tration sources
In a nationally televised
speech from the Oval Office.
Reagan will offer proposals de
signed to avoid a recurrence of
the bitter exchange that cloud
ed the beginning of strategic
arms reduction talks in June
Reagan, in his speech, will
suggest advance notice of mul
tiple tests as one ot a number of
"confidence-building" mea
sures that could improve U S
Soviet relations, the sources
said Thursday

the "hotline'' between Wash
ington and Moscow, said the
sources, who asked not to be
