held their
ground in the
Republican
Senate and
surged toward
strengthened
command of the House of
Representatives Tuesday night
as America's voters elected a
new Congress that may stay
Pres Ronald Reagan’s hand
instead of staying his course for
the next two years
Incumbency, not Reagan
omics, seemed the key to
Senate verdicts in the off-year
elections. Twenty incumbents
were re-elected and only one
had lost, with decisions to come
on the other 12 Senate races
In California, Republican
Mayor Pete Wilson of San Diego
was leading Gov Edmund
Brown Jr., the three-time
presidential candidate
The House competition was
going the Democrats’ way They
won or led for enough seats to
guarantee wider control than in
the current Congress Ten inc
umbents had been defeated;
every one a Republican
The beaten senator was a
Republican, too, Harrison
Schmitt of New Mexico He lost
to Jeff Bingaman, the state
attorney general, who was
gaining 52 percent of the vote
Democrats were adding to
their domination of the
governorships, ending GOP
stewardships of Ohio, Minne
sota, Wisconsin and Arkansas
In California, Lcs Angeles
Mayor Tom Bradley fell behind
in his bid to become the nation’s
first black governor.
As the votes were counted in
the off-year election that was
dominated by the debate over
the economy, 15 Democrats
and four Republicans had won
new Senate terms The GOP
picked up a seat in Virginia, and
Republicans were leading in
more than enough Senate races
to renew their control of that
chamber.
Rep Paul Trible was the Vir
ginia victor, defeating
Democratic Lt. Gov Richard
Davis with 52 percent of the
vote, to succeed retiring Sen
Harry Byrd Byrd is an
independent who voted with the
administration on economic
programs, but with the
Democrats on Senate control.
Democrats gained a Repub
lican seat in New Jersey, where
Rep Millicent Fenwick, the
pipe-smoking congresswoman
who led all the pre-campaign
polls, lost to Democratic bu
sinessman Frank Lautenberg
The House count was slower,
but the portents were Democra
tic.
By midnight, Democrats had
won 186 seats, led for 62, while
Republican candidates had
captured 97 seats, led for 65.
There were no returns in the

PORTLAND, (AP) - Voters in
Oregon’s most populous county
voted overwhelmingly on
Tuesday to ask the US
government to end its military
aid to El Salvador's rightist
government
With 215 of Multnomah
County's 482 precincts repor
ting, 46,371 or 75 3 percent of
the voters voted in favor of the
resolution and 15,175 or 24 6
percent voted against it
