Along with answering pre-de
termmed panel questions, Hos
ticka and Paulson both seemed
to press favorite" topics while
O Reilly mainly gave his back
ground and vowed to "talk
tough when I get in the house ’
Hosticka stressed the impor
tance of Ballot Measure 3, the
proposal to limit property taxes
to 1 Vi percent of 1979 value He
said the most important deci
sions are going to be made Nov
2, not necessarily in the leglis
lative session. "I’m referring
primarily to Ballot Measure 3,"
he said
Paulson's big issue was the
inequity of the tax structure and
the need for a new party to
change it
She said it was unfair that
some major corporations pay no
federal tax and little state tax,
and stressed the need for a
graduated income tax paid in a
"fair way "
O'Reilly stressed his know
ledge of labor, claiming to
know industry from input to
output
All threw candidates favored
taxing as compensation for an
other budget shortfall
Paulson proposed taxing
large corporations, Hosticka
suggested eliminating the 30
percent property tax relief pro
gram and O'Reilly favored a
"special tax of one kind or an
other "
Hosticka and Paulson both
spoke out against Ballot Mea
sure 3
Hosticka pointed out if Mea
sure 3 passes, enacting addi
tional revenue bills through the
State Legislature will require the
near impossible task of a two
thirds majority vote
O'Reilly said "I don't think it's
good business to propose what
Measure 3 proposes," but he
admitted property taxpayers are
fed up and he won't try to
prevent passage of the bill
On the issue of student invol
vement in the legislative
process, all candidates agreed
that voter turnout needs to be
improved

prepare for a career in govern
ment
To qualify for the scholarship,
applicants must be interested in
a career in local or federal
government, be involved in ex
tra-curriculur political activities,
have a minimum GPA of 3 0 and
be no more than a mid-term
sophomore
The scholarship can be ap
plied at any academic institution
in the United States and may
lead to an internship in Wa
shington D C. .
