Oppose Measure 3
We come to bury Ballot Measure 3, certainly not to
praise it After two previous tries, let’s put it away for good
There are many reasons to oppose the measure that
would limit property taxes to 1 Vz percent of the 1979 cash
value The measure also limits subsequent property tax
increases to 2 percent per annum, preserves the renter s
refund, and requires elections for certain taxes and limits tax
elections
Proponents of Measure 3 say property taxes have
placed a burden on homeowners Many proponents of the
measure are elderly homeowners who have seen the infla
tionary price of their house and subsequent property taxes
chip away at their fixed incomes Proponents find lower
property taxes on their real estate investment enticing,
regardless of the consequences
The property tax measure is similar to California’s
Proposition 13. However, Oregon has no surplus to make up
for the loss of funds. Measure 3 would mean a 25 percent
loss of present revenue The limit on increasing the property
tax percentage will further revenue losses.
The effect of the measure on education in general will be
great Elementary, secondary and community colleges
within the state will lose approximately 44 percent of their
already dwindling funds. Higher education will be hurt by the
loss in overall revenue of the state
The measure would hurt the state’s ability to issue
general obligation bonds, because the measure stops the
issuing of any ‘'special ad valorem tax ” Bonding for the
improvement of higher education facilities would be lost as
an option
Opponents of the measure stress the overall harm that
Measure 3 will have on economic recovery Besides elimin
ating general obligation (lower interest rate) bonding, the
decrease in revenue cuts back money for sewers, water,
streets and roads.
Measure 3 is l'*dirrous to pass in a state where deficit
spending is already a reality, and where education and local
government can barely maintain their support services
Not only is this the wrong way to change the tax struc
ture, it comes at exactly the wrong time

What is the value of a bach
elor's degree in the liberal
arts? I must ask this because,
you see, I have one It is smaller
than a breadbox, yet I can’t
figure out quite where it fits I am
now in my first year of law
school, so I suppose I could just
put my little B.S. in a drawer
somewhere and leave it to its
own devices I can't help
feeling, though, that I ought to
share some of its secrets, in

I have to admire Representa
tive Margie Hendriksen She
gave up a safe re-election race
in representing House District
40 in order to take on a tough
challenge in Senate District 20
If she is succesful, the cit
izens of district 20 will benefit
greatly. The incumbent holds a
minority viewpoint within his
own minority party Therefore,
he has little influence on any
decisions made in the Oregon
State Senate Representative
Hendriksen, on the other hand,
has tremendous potential to be
a leader in the Oregon Senate
and therefore, will add political
clout to the Lane County Legis
lative Delegation She has a
proven record in the House as
r
an effective and respected
legislator
I also believe that Margie
Hendriksen’s election will
eliminate the possibility of an
irresponsible and unaccounta
ble coalition of Republicans and
Democrats leading the Senate

Appalled
I was extremely appalled by
the Dos Equis poster adverti
sement which appeared in the
Emerald last Friday No only did
I find the ad insulting, but a step
backward in the atittude toward
women as sexual objects I
would hope that the Emerald, a
paper that supposedly repre
sents the University of Oregon,
an institution of higher educa
tion, would exercise more dis
cretion, taste and awareness in
their advertising
Although, the Dos Equis
company is famous for using
seductive women in their mar
keting scams, I feel that the
Emerald must accept some re
sponsibilty in what they subject
their readers to No doubt many
of these soft-porn posters will
be welcomed decor in many
dorm rooms But, the Emerald,
a paper which receives over
$90,000 in ASUO funding
shouldn't be the distributor I
can only suggest that the staff
consider the implications of fu
ture advertising that is directly
targeted a the male libido Is
profit that important?

comfort to others who want a
little B S just like mine
Whether you want a B S or a
B A is immaterial, as the
processes, requirements and
pitfalls attendant to the acquis
tion of either are roughly the
same in most fields You simply
mix the discipline of your choice
with an assortment of Groups,
Blocks and Clusters (next year
they're adding Lumps and
Blobs), stir well and sit here for
four or five years Eventually,
the brew coagulates, if properly
seasoned and fertilized with
Forms, Procedures and, of
course, Fees It then gives off a
mildly euphoric aroma, which
quickly dissipates, and belches
forth a B S If you remembered
to add the appropriate Block of
Foreign Language, you get a
BA
Although I learned quite a bit
about political sciece in becom
ing a Bachelor of it, I have come
to the conclusion that the
process of obtaining it was at
least as beneficial to me as was
the course content Freshmen
take note the hundreds of ac
tivities to be found on this cam
pus will do as much to educate
you as your classes will Do not
feel hemmed in by requir
ements Take the time to find
out the house rules and do a
little planning, then have a good
time
The University is an incredible
place, a banquet if you will,
containing fifty times more than
you can possibly consume
Nibble, sip and taste as great a
variety as you can, while keep
ing an eye cocked for
marauding Clusters. My little
B.S. has all the requisite Blocks
and Groups, but Clusters are a
recent innovation from the
Good Witch of the English
Department Despite the
squealing of some students, I
suspect that the Cluster
Monster will turn out to be quite
benevolent After all, there is
something to be said for a
balanced diet
My little B S has very little
practical value It isn't going to
get me a job It hasn't
made me an expert The
process of getting, though, has
enabled me to have all sorts of
interesting experiences Ob
taining a bachelor's degree is
not an end, it is a means The
ends it serves are as numerous
as are students My little B.S is a
tiny personal monument to the
value of eclecticism in a society
which daily throngs to the
shrine of specialization
As a hypocrite of some repu
tation, I am now enrolled in a
professional school, but my ap
proach to a liberal under
graduate education has ena
bled me to become what? A
Practicing Human, perhaps I
wouldn't have it any other way
