Surplus power spells disaster
if it can’t be sold to California
SEATTLE (AP) - The North
west faces a "potential disas
ter” if the region's growing
electricity surplus cannot be
sold in California, says a "con
fidential" memo anonymously
leaked to the news media
The memo also indicated that
Peter Johnson, administrator of
the Bonneville Power Adminis
tration, discussed how Califor
nia ratepayers may help to pay
of the cost of completing a
mothballed nuclear power plant
in Washington state.

lawsuit against BPA which al
leges that Bonneville was over
charging California utilities The
memo suggested the suit could
be settled if the commission's
lawyer, Dan Meek, could be
"restrained ”
The Aug. 17 memo was writ
ten by Eric Redman, a Seattle
lawyer for Northwest aluminum
producers, and addressed to
Brett Wilcox, a Portland lawyer
representing Bonneville's in
dustrial customers, including
aluminum firms
It was the second time in less
than two weeks that a Redman
memo recounting private stra
tegy sessions by Northwest en
ergy decision-makers was
leaked to the press
Redman wrote that BPA Ad
ministrator Johnson "agreed

plus" and a lack of purchasers
Muscleman suicide
in homosexual affair
NEW YORK (AP) - A young
muscleman who apparently
killed himself in the luxurious
apartment of former Rep. Fred
Richmond had scrawled on his
naked body in ballpoint pen: “I
will always love you xoxox sin
angel,” police said Wednesday
The dead man, described as
medium height, with dark hair
and a weightlifter's body, was
found locked in a bathroom, a
bottle of pills nearby.
Richmond. 58, who overcame
a homosexual scandal to keep
his seat in Congress but was
forced to quit last August in a
plea bargain related to other
charges, was not home when
the body was found Tuesday
night
The victim was identified ten
tatively as Gregory Bergeron,
21, of East 57th Street Berger
on's home address is about a
block from Richmond's Sutton
Place co-op apartment
Pending results of an au
topsy, the death was listed as
suicide from an overdose of
pills, said Detective Chief
Rudolph Ponzini. The kind of
pills was not known, he said
Dr. Elliott Gross, the chief
medical examiner, said after
examining the body Wednesday
that he would not issue a cause
of death until after tests that
would require from one to two
weeks
The dead man left two mes
sages, one the scrawl on his
chest that was in reverse, as if
written while looking in a mirror
The other was a rambling letter
that Ponzini said ' was not an
explicit suicide note.”
The writing on his chest ap
peared to be from a ballpoint
pen, police said.
A police source said the note
"showed great emotional tur
moil."
Ponzini said Richmond
evidently was in Washington
and has not been interviewed
He said police were trying to set
up a meeting
